GUIDELINES FOR DEVELOPING 21ST-CENTURY SKILLS BASED ON THE THREEFOLD TRAINING PRINCIPLES AMONG ADMINISTRATORS OF SMALL-SIZED SCHOOLS UNDER SURAT THANI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

This research aimed to: 1) study the 21st-century skills of administrators in small schools; 2) draft guidelines for developing 21st-century skills based on the Threefold Training (The threefold training) for administrators in small schools; and 3) evaluate the accuracy, appropriateness, and feasibility of the guidelines for developing 21st-century skills based on the Threefold Training for administrators in small schools. The sample consisted of 155 teachers from small schools under the Surat Thani Primary Educational Service Area Office 1, 9 experts, and 5 experts evaluating the guidelines. Both quantitative and qualitative research methods were employed. Research instruments included questionnaires, semi-structured interviews, and appropriateness evaluation forms. Statistical analysis included frequency, percentage, mean, standard deviation, and content analysis. The research findings showed that: 1) A study of the 21st-century skills level of administrators in small schools under the Surat Thani Primary Educational Service Area Office 1 found that the overall and individual aspects were at a high level. 2) The guidelines for developing 21st-century skills based on the Threefold Training (Trisikha) for administrators of small schools under the Surat Thani Primary Educational Service Area Office 1 revealed 5 areas and 30 items. These guidelines clearly align with the Threefold Training, namely: “Morality” reflected in honesty and sincerity in communication; “Concentration” reflected in emotional control and appropriate timing for communication; and “Wisdom” reflected in considering the impact of communication on others and the organization. 3) The evaluation of the accuracy, appropriateness, and feasibility of the guidelines for developing 21st-century skills based on the Threefold Training (The threefold training) for administrators in small schools under the Surat Thani Primary Educational Service Area Office 1 showed that, overall, the accuracy, appropriateness, and feasibility were at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาทักษะในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาขนาดเล็ก 2) เพื่อร่างแนวทางการพัฒนาทักษะในศตวรรษที่ 21 ตามหลักไตรสิกขาของผู้บริหารสถานศึกษาขนาดเล็ก และ 3) เพื่อประเมินความถูกต้อง ความเหมาะสมและความเป็นไปได้ของแนวทางการพัฒนาทักษะในศตวรรษที่ 21 ตามหลักไตรสิกขาของผู้บริหารสถานศึกษาขนาดเล็ก กลุ่มตัวอย่าง ได้แก่ ครูในสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 จำนวน 155 คน ผู้ทรงคุณวุฒิจำนวน 9 รูป/คน และผู้ทรงคุณวุฒิประเมินแนวทาง จำนวน 5 คน โดยวิธีวิจัยเชิงปริมาณและคุณภาพ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้างและแบบประเมิน ความเหมาะสม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. ศึกษาระดับทักษะในศตวรรษที่ 21 ของผู้บริหารสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 พบว่า ภาพรวมและรายด้านทุกด้านอยู่ในระดับมาก 2. แนวทางการพัฒนาทักษะในศตวรรษที่ 21 ตามหลักไตรสิกขาของผู้บริหารสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 พบว่า มี 5 ด้าน 30 ข้อ แนวทางดังกล่าวสอดคล้องกับหลักไตรสิกขาอย่างชัดเจน กล่าวคือ “ศีล” สะท้อนผ่านความซื่อสัตย์และความจริงใจในการสื่อสาร “สมาธิ” สะท้อนผ่านการควบคุมอารมณ์และการเลือกจังหวะเวลาในการสื่อสารอย่างเหมาะสม และ “ปัญญา” สะท้อนผ่านการพิจารณาผลกระทบของการสื่อสารต่อผู้อื่นและองค์กร 3. ผลการประเมินความถูกต้องความเหมาะสมและความเป็นไปได้ของแนวทางการพัฒนาทักษะในศตวรรษที่ 21 ตามหลักไตรสิกขาของผู้บริหารสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 โดยภาพรวม มีความถูกต้องความเหมาะสมและความเป็นไปได้ อยู่ในระดับมากที่สุด
