Prevention and Resolution of Drug Problems in accordance with 4th Principle of the Administrative Department, Sriracha District,Chonburi Province.

Abstract

This research article aims to 1) study the prevention and solution of drug problems according to the Four Noble Truths of the administrative sector of Sriracha District, Chonburi Province. 2) To compare the opinions of service users on the prevention and solution of drug problems according to the Four Noble Truths of the administrative department of Sriracha District, Chonburi Province. 3) To provide recommendations on the practice of prevention and solution of drug problems according to the Four Noble Truths of the administrative department of Sriracha District, Chonburi Province. This is a mixed - method research, using quantitative and qualitative research methods. Data was collected from service users in Sriracha District, with a sample size of 399 people, according to Taro Yamane's formula. There were 5 informants. The research tools were questionnaires and interviews. Statistics used for data analysis included frequency, percentage, mean, and standard deviation using a ready-made statistical program. Statistics and content analysis: Interviews with five key informants were conducted, analyzing and categorizing the data and summarizing it in descriptive text The research results found that 1) the results of the study of public opinion on prevention and solution of drug problems according to the Four Noble Truths of the administrative department of Sriracha District, Chonburi Province Chonburi, overall, in all four areas, is at a high level. When considering each area, arranged from highest to lowest average, it was found that the area with the highest average was administrative work, followed by investigative work, respectively. 2) Comparative results revealed that people with different levels of education, occupations, and incomes had similar opinions on drug prevention and resolution based on the Four Noble Truths of the Sriracha District Administration, Chonburi Province, across all four dimensions. 3. Recommendations regarding prevention and solution of drug problems according to the Four Noble Truths of the Sriracha District Administration, Chonburi Province, are to perform their duties in preventing both drugs and crime. It is the duty to prevent both drugs and crimes for the safety of life and property of the people. It regularly patrols isolated areas and abandoned buildings for prevention and suppression work. That is, we should pay attention and perform our duty in preventing both drugs and crime for the safety of people's lives and property. We should regularly patrol deserted areas and abandoned buildings. In terms of investigative work, cases should not be left pending for long, and investigations must be transparent. Commanders must strictly monitor and follow up on cases or ensure regular reporting. Investigations must be fair and impartial to both parties. In terms of treatment, we provide assistance and facilitation in treatment and run drug camps, recruiting drug addicts' children who want to repent and quit drugs without any criminal record.

วิทยานิพนธ์มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาการป้องกันและแก้ไข ปัญหายาเสพติดตามหลักอริยสัจ 4 ของฝ่ายปกครอง อำเภอศรีราชา จังหวัดชลบุรี 2) เพื่อเปรียบเทียบความคิดเห็นของผู้ใช้บริการต่อการป้องกันและแก้ไข ปัญหายาเสพติดตามหลักอริยสัจ 4 ของฝ่ายปกครอง อำเภอศรีราชา จังหวัดชลบุรี เป็นการวิจัยแบบผสมผสานวิธี (Mixed Methods Research) คือ ใช้วิธีวิจัยเชิงปริมาณ (Quantitative Research) และการวิจัยเชิงคุณภาพ (Qualitative Research) เก็บข้อมูลจากประชาชนผู้ใช้บริการผู้ใช้บริการอำเภอศรีราชา จำนวน 4,498 คน ได้กลุ่มตัวอย่าง จำนวน 399 คน ตามสูตรของ ทาโร่ ยามาเน่ (Taro Yamane) และมีผู้ให้ข้อมูลจำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน โดยใช้โปรแกรมสำเร็จรูปทางสถิติ และการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า 1. ประชาชนมีความคิดเห็นต่อการป้องกันและแก้ไข ปัญหายาเสพติดตามหลักอริยสัจ 4 ของฝ่ายปกครอง อำเภอศรีราชา จังหวัดชลบุรี โดยรวมทั้ง 4 ด้าน อยู่ในระดับมาก เมื่อพิจารณาในแต่ละด้านโดยเรียงค่าเฉลี่ยจากมากไปหาน้อยพบว่า ด้านที่มีค่าเฉลี่ยมากที่สุดคือ ด้านงานอำนวยการ รองลงมาคือ ด้านงานสืบสวนสอบสวน และด้านงานบำบัดรักษา และด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านงานป้องกันปราบปราม ตามลำดับ 2. ผลการเปรียบเทียบ พบว่า ประชาชนที่มีระดับการศึกษา อาชีพ และรายได้ต่างกัน มีความคิดเห็น ต่อการป้องกันและแก้ไข ปัญหายาเสพติดตามหลักอริยสัจ 4 ของฝ่ายปกครอง อำเภอศรีราชา จังหวัดชลบุรี โดยรวมไม่แตกต่างกัน 3. ข้อเสนอแนะเกี่ยวกับการป้องกันและแก้ไข ปัญหายาเสพติดตามหลักอริยสัจ 4 ของฝ่ายปกครอง อำเภอศรีราชา จังหวัดชลบุรีในแต่ละด้าน ดังนี้ ด้านงานอำนวยการ ควรมีปริมาณเจ้าหน้าที่ฝ่ายปกครองมาอำนวยการให้บริการประชาชน ในการให้ด้านงานอำนวยการ ควรมีปริมาณเจ้าหน้าที่มาอำนวยการให้บริการประชาชน ในการให้คำแนะนำต่างๆ อย่างทั่วถึง ในการรับผิดชอบเกี่ยวกับการดูแลเรื่องวินัยกฎหมาย กฎระเบียบข้อบังคับโดยการทำงานนั้นเจ้าหน้าที่ฝ่ายปกครองต้องรู้จักการให้ เช่น การให้ควาช่วยเหลือให้คำแนะนำ ให้กำลังใจกับประชาชนที่มีความเดือดร้อนประพฤติสิ่งที่เป็นประโยชน์ และประชาสัมพันธ์เพื่อให้ข้อมูลที่ถูกต้องแก่ประชาชนเพื่อความสงบสุขของประชาชนในเขตพื้นที่รับผิดชอบ ด้านงานป้องกันปราบปราม เจ้าหน้าที่ฝ่ายปกครอง ต้องใส่ใจและทำหน้าที่ในการป้องกันทั้งยาเสพติด และการเกิดอาชญากรรม เพื่อความปลอดภัยในชีวิตและทรัพย์สินของประชาชนโดยการตั้งหน่วยบริการประชาชน หรือตั้งด่านตรวจชะลอการเกิดอุบัติเหตุกิจกรรมชุมชนมวลชนสัมพันธ์ ด้วยวาจาที่เป็นประโยชน์ ยึดความปลอดภัยของประชาชนเป็นที่ตั้ง ด้านงานสืบสวนสอบสวน เจ้าหน้าที่ฝ่ายปกครอง ไม่ควรปล่อยให้มีคดีตกค้างนาน และสอบสวนอย่างโปร่งใสผู้บังคับบัญชาต้องคอยกวดขัน และติดตามคดีต้องปฏิบัติหน้าที่ด้วยความกระตือรือร้น ไปถึงที่เกิดเหตุโดยรวดเร็ว และมีมนุษยสัมพันธ์ที่ดีกับประชาชน ให้ระลึกอยู่เสมอว่า ประชาชนทุกคนก็เหมือนญาติพี่น้อง สิ่งไหนช่วยเขาได้ ก็ต้องช่วยด้วยความเต็มใจให้คำแนะนำที่ดีแก่ประชาชน ด้านงานบำบัดรักษา เจ้าหน้าที่ฝ่ายปกครองควรปฏิบัติงานด้วยการให้เกียรติผู้เข้ารับการบำบัดรักษา ให้โอกาสในการกลับตัวสู่สังคม และปกปิดสถานะของผู้รับการบำบัด เพื่อประโยชน์ของครอบครัวผู้บำบัด และตัวผู้บำบัดทั้งยังไม่มีประวัติอาญชกรรม
