THE USE OF SARAṆīYADHAMMA PRINCIPLES TO DEVELOP THE DUTY PERFOMANCE BY THE MEMBERS OF THE HOUSE OF REPRESENTATIVES

Abstract

This research aims: 1. Study the principles of Saraniyadhamma and their application in the duties of Members of Parliament, 2. Analyze the implementation of Saraniyadhamma in the performance of duties by Members of Parliament, 3. Propose guidelines for applying Saraniyadhamma to enhance the performance of Members of Parliament. This study is a qualitative research that employs document analysis, reviews of existing studies, and in-depth interviews with 30 key informants, including monks and laypersons. Additionally, focus group discussions and expert consultations were conducted with a total of 12 participants. The research applies content analysis techniques in relation to context and verifies data completeness using the triangulation method. The findings are presented in a descriptive format.The research findings indicate that:1. Application of Saraniyadhamma by Members of Parliament – Members of Parliament (MPs) have applied the principles of Saraniyadhamma in their duties in a commendable manner. Some MPs demonstrate generosity, kindness, and respect toward senior figures. They practice sharing and mutual support, fostering harmony and fairness in parliamentary conduct.2. Ethical and Constitutional Alignment – The MPs' performance aligns with the principles of Saraniyadhamma, political ethics, and Buddhist teachings, in accordance with the 2017 Constitution of Thailand. Many MPs exhibit respect, obedience, and adherence to moral principles, demonstrating kindness, active listening, and unified decision-making. This contributes to the integrity and fairness of their duties.3. Integration of Saraniyadhamma into Parliamentary Duties – MPs integrate Saraniyadhamma into their duties by aligning it with constitutional responsibilities. Key expressions of this approach include humility in speech, generosity, mutual respect, and unity. The incorporation of Buddhist principles is essential in ensuring orderly and ethical decision-making that benefits the majority of the nation

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1.เพื่อศึกษาหลักสาราณียธรรมกับการปฏิบัติหน้าที่ของสมาชิกสภาผู้แทนราษฎร 2.เพื่อวิเคราะห์การใช้หลักสาราณียธรรมในการปฏิบัติหน้าที่ของสมาชิกสภาผู้แทนราษฎร 3.เพื่อเสนอแนะแนวทางการใช้หลักสาราณียธรรมเพื่อพัฒนาการปฏิบัติหน้าที่ของสมาชิกสภาผู้แทนราษฎรการวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยใช้การศึกษาข้อมูลเอกสารงานวิจัยต่างๆและการสัมภาษณ์แบบเชิงลึกจากผู้ที่ให้ข้อมูลสำคัญจำนวน 30 รูป/คนและกับผู้ร่วมสนทนากลุ่มเฉพาะและผู้ทรงคุณวุฒิทั้งหมดจำนวน 12 รูป/คนโดยใช้เทคนิคการวิเคราะห์เนื้อหาเกี่ยวกับบริบทและตรวจสอบความสมบูรณ์ข้อมูลโดยใช้เทคนิค สาม เส้าแล้วนำมาเสนอเป็นข้อมูลเชิงพรรณนาผลการวิจัยพบว่า1.สมาชิกสภาผู้แทนราษฎรได้ใช้หลักสาราณียธรรมในการปฏิบัติหน้าที่อันดีงามซึ่งจะเห็นได้ว่าสมาชิกสภาผู้แทนราษฎรบางคนรู้จักมีความเอื้อเฟื้อเผื่อแผ่มีจิตใจเมตตาให้ความเคารพผู้หลักผู้ใหญ่รู้จักแบ่งปันสิ่งของรู้จักเอื้อเฟื้อเผื่อแผ่ซึ่งกันและกันทำให้สมาชิกสภาผู้แทนราษฎรเป็นไปด้วยความเรียบร้อยและก็มีความบริสุทธิ์ยุติธรรม 2.ในการปฏิบัติหน้าที่ของสมาชิกสภาผู้แทนราษฎรได้เป็นไปตามหลักสาราณียธรรม ด้วยจริยธรรมทางการเมืองและพระพุทธศาสนาเพื่อเป็นไปตามหลักของรัฐธรรมนูญ พุทธศักราช 2560 ซึ่งจะเห็นได้ว่าสมาชิกสภาผู้แทนราษฎรหลายท่านให้ความเคารพให้ความเชื่อฟังแล้วก็ยึดถือหลักคุณธรรมรู้จักมีน้ำใจเชื่อฟังเคารพแล้วก็ตัดสินใจไปในทิศทางเดียวกันทำให้เราเห็นการปฏิบัติหน้าที่ของสมาชิกสภาผู้แทนราษฎรมีความบริสุทธิ์ยุติธรรม 3.การปฏิบัติหน้าที่ของสมาชิกสภาผู้แทนราษฎรได้มีแนวทางการปฏิบัติหน้าที่โดยใช้หลักสาราณียธรรมมาบูรณาการให้เข้ากับการปฏิบัติหน้าที่ของรัฐธรรมนูญซึ่งซึ่งเราจะเห็นได้ว่าการปฏิบัติหน้าที่นั้นมีความจำเป็นอย่างมากและการแสดงออกที่สำคัญส่วนใหญ่คือการพูดจาอ่อนน้อมถ่อมตนการเอื้อเฟื้อเผื่อแผ่การให้ความเคารพซึ่งกันและกันและข้อความสามัคคีดังนั้นการที่เราจะนำหลักพระพุทธศาสนามาใช้ในการปฏิบัติหน้าที่จึงมีความจำเป็นอย่างมากเพื่อที่จะให้การพิจารณาเป็นไปด้วยความเรียบร้อยและความงดงามอันดีของคนส่วนใหญ่ภายในประเทศ
