GUIDELINES FOR APPLYING 21ST CENTURY SKILLS IN ACADEMIC ADMINISTRATION BASED ON THE FOUR IDDHIPATA PRINCIPLES OF SCHOOL ADMINISTRATORS UNDER THE OFFICE OF SURATTHANI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

This research aimed to: 1) study the current state of 21st-century skills utilization in academic administration by school administrators; 2) draft guidelines for developing 21st-century skills in academic administration based on the Four Noble Truths Iddhipata and 3) evaluate the accuracy, appropriateness, and feasibility of the guidelines for developing 21st-century skills in academic administration based on the Four Noble Truths. The sample consisted of 297 teachers from the Surat Thani Primary Educational Service Area Office 1, 7 experts who drafted the guidelines, and 5 experts who evaluated the guidelines. Both quantitative and qualitative research methods were employed. The research instruments included questionnaires, semi-structured interviews, and appropriateness evaluation forms. Statistical analyses included frequency, percentage, mean, standard deviation, and content analysis. The research findings showed that: 1) The overall level of utilization of 21st-century skills for academic administration by school administrators under the Surat Thani Primary Educational Service Area Office 1 was found to be moderate. 2) The guidelines for developing 21st-century skills for academic administration based on the Four Noble Truths (Iddhipata) for school administrators consist of 6 areas and 54 approaches. These are systemic approaches that integrate the Four Noble Truths with key 21st-century skills, focusing on defining a vision, creating a learning culture within the organization, personnel participation, the use of data and digital technology in administration, and effective communication. These approaches are consistent with the context of educational institutions and can be applied to concretely and sustainably improve the efficiency of academic administration. 3) The results of the assessment of the accuracy, appropriateness, and feasibility of the guidelines for developing the use of 21st-century skills for academic administration based on the Four Noble Truths (Iddhipata) of school administrators affiliated with the Surat Thani Primary Educational Service Area Office 1 showed that all items were at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาสภาพการใช้ทักษะศตวรรษที่ 21 เพื่อการบริหารงานวิชาการของผู้บริหารสถานศึกษา 2) เพื่อร่างแนวทางการพัฒนาการใช้ทักษะศตวรรษที่ 21 เพื่อการบริหารงานวิชาการตามหลักอิทธิบาท 4 และ 3) เพื่อประเมินความถูกต้อง ความเหมาะสมและความเป็นไปได้ของแนวทางการพัฒนาการใช้ทักษะศตวรรษที่ 21 เพื่อการบริหารงานวิชาการตามหลักอิทธิบาท 4 กลุ่มตัวอย่าง ได้แก่ ครูสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 จำนวน 297 คน ผู้ทรงคุณวุฒิร่างแนวทาง จำนวน 7 คน และผู้ทรงคุณวุฒิประเมินแนวทาง จำนวน 5 คน โดยวิธีวิจัยเชิงปริมาณและคุณภาพ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์กึ่งโครงสร้างและแบบประเมิน ความเหมาะสม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า : 1) สภาพการใช้ทักษะศตวรรษที่ 21 เพื่อการบริหารงานวิชาการของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 พบว่า โดยรวม อยู่ในระดับปานกลาง 2) แนวทางการพัฒนาการใช้ทักษะในศตวรรษที่ 21 เพื่อการบริหารงานวิชาการตามหลักอิทธิบาท 4 ของผู้บริหารสถานศึกษา พบว่า ประกอบด้วย 6 ด้าน 54 แนวทาง โดยมีลักษณะเป็นแนวทางเชิงระบบที่บูรณาการหลักอิทธิบาท 4 เข้ากับทักษะสำคัญในศตวรรษที่ 21 มุ่งเน้นการกำหนดวิสัยทัศน์ การสร้างวัฒนธรรมองค์กรแห่งการเรียนรู้ การมีส่วนร่วมของบุคลากร การใช้ข้อมูลและเทคโนโลยีดิจิทัลในการบริหาร และการสื่อสารอย่างมีประสิทธิภาพ ซึ่งแนวทางดังกล่าวมีความสอดคล้องกับบริบทของสถานศึกษาและสามารถนำไปประยุกต์ใช้เพื่อยกระดับประสิทธิภาพการบริหารงานวิชาการได้อย่างเป็นรูปธรรมและยั่งยืน 3) ผลการประเมินความถูกต้อง ความเหมาะสม และความเป็นไปได้ของแนวทางการพัฒนาการใช้ทักษะศตวรรษที่ 21 เพื่อการบริหารงานวิชาการตามหลักอิทธิบาท 4 ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุราษฎร์ธานี เขต 1 พบว่าอยู่ในระดับมากที่สุดในทุกข้อ
