STRATEGIC ADMINISTRATON OF SCHOOL ADMINISTRATORS UNDER CHAIYAPHUM PRIMARY EDUCATIONAL SERVICE AREA OFFICE 2

Abstract

This study aimed to: 1) examine the level of strategic management among school administrators; 2) compare strategic management practices of school administrators based on personal factors, including gender, age, educational attainment, and work experience; and 3) explore guidelines for strategic management development among school administrators under the Chaiyaphum Primary Educational Service Area Office 2.This research employed a mixed-methods approach. The sample consisted of 225 participants, including school administrators and teachers under the Chaiyaphum Primary Educational Service Area Office 2. Quantitative data were collected using a Likert-scale questionnaire with established reliability. The statistical techniques used for data analysis included frequency, percentage, mean, standard deviation, t-test, F-test, and one-way analysis of variance (ANOVA). When statistically significant differences were found, pairwise comparisons were conducted using Scheffé’s method. Qualitative data were collected through semi-structured interviews and analyzed using content analysis, followed by descriptive synthesis. The research findings revealed that: 1) The overall level of strategic management among school administrators was at a high level. 2) The comparison results indicated that there was no significant difference in strategic management based on gender. However, statistically significant differences at the .01 level were found in terms of age, educational attainment, and work experience. 3) The guidelines for improving strategic management among school administrators emphasized the use of information for environmental analysis, the formulation of clear strategies aligned with the school context, efficient resource allocation, participatory management involving personnel, and the continuous use of evaluation results for improvement and development.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา 2) เปรียบเทียบการบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา จำแนกตามปัจจัยส่วนบุคคล ได้แก่ เพศ อายุ วุฒิการศึกษา และประสบการณ์ในการทำงาน และ 3) ศึกษาแนวทางการบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่ การศึกษาประถมศึกษาชัยภูมิ เขต 2 เป็นการวิจัยแบบแบบผสม กลุ่มตัวอย่างเป็นผู้บริหารและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาชัยภูมิ เขต 2 จำนวน 225 คน ใช้ระเบียบวิธีวิจัยแบบผสานวิธี เครื่องมือที่ใช้ในการเก็บข้อมูลเชิงปริมาณเป็นแบบสอบถามมาตรวัดประเมินค่าแบบลิเคิร์ตสเกล ค่าความเชื่อมั่น สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ การทดสอบความแปรปรวนแบบทางเดียว กรณีพบความแตกต่างอย่างมีนัยสำคัญทางสถิติ ทดสอบรายคู่โดยใช้วิธีการทดสอบตามวิธีของเชฟเฟ่ ส่วนการเก็บข้อมูลเชิงคุณภาพใช้แบบสัมภาษณ์แบบกึ่งโครงสร้าง และนำมาวิเคราะห์ข้อมูลเชิงเนื้อหา และสังเคราะห์ข้อมูลเป็นความเรียง ผลการวิจัยพบว่า 1) การบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก 2) ผลการเปรียบเทียบ พบว่า ผู้บริหารและครูผู้สอนที่มีเพศต่างกัน มีความคิดเห็นต่อการบริหารเชิงกลยุทธ์โดยรวมไม่แตกต่างกัน ส่วนผู้ที่มีอายุ วุฒิการศึกษา และประสบการณ์ในการทำงาน มีพบว่าแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 3) แนวทางการพัฒนาการบริหารเชิงกลยุทธ์ของผู้บริหารสถานศึกษา ควรมุ่งเน้นการใช้ข้อมูลสารสนเทศในการวิเคราะห์สภาพแวดล้อม การกำหนดกลยุทธ์ที่ชัดเจนสอดคล้องกับบริบทของสถานศึกษา การจัดสรรทรัพยากรอย่างมีประสิทธิภาพ การมีส่วนร่วมของบุคลากรในการดำเนินงาน และการนำผลการประเมินไปปรับปรุงและพัฒนาอย่างต่อเนื่อง
