GUIDELINES FOR THE SANGHA ADMINISTRATION BASED ON THE PRINCIPLES OF APARIHANIYA DHAMMA IN PHANG NGA PROVINCE

Abstract

This thesis has three objectives: (1) to study the administration of Sangha affairs; (2) to study the principles of Aparihaniya Dhamma; and (3) to analyze the administration of Sangha affairs in Phang Nga Province in accordance with the principles of Aparihaniya Dhamma. The study employed qualitative research methods, consisting of documentary research combined with in-depth interviews with 20 experts/participants.The research findings are as follows.1. The administration of Sangha affairs in Phang Nga Province across six dimensions constitutes an essential framework for sustaining the stability and development of Buddhism in contemporary society. Governance emphasizes adherence to the Dhamma–Vinaya, transparency, and participation. Religious education and educational welfare focus on developing knowledge alongside moral integrity and expanding educational opportunities for communities. Propagation of Buddhism is adapted to the digital era to ensure wider public access to Dhamma. Public works and social welfare are managed systematically, transparently, and in a socially supportive manner. When all six dimensions operate in balance, they strengthen Sangha unity and promote overall social well-being.2. The principles of Aparihaniya Dhamma serve as a crucial framework for reinforcing stability in the administration of Sangha affairs in Phang Nga Province by emphasizing order, discipline, unity, and credibility. Regular meetings and decision-making in accordance with Sangha resolutions foster transparency and trust within the organization. Adherence to the Dhamma–Vinaya—neither introducing what the Buddha did not prescribe nor abolishing what He established—ensures standardized and accountable administration. Respect for senior monks and the cultivation of personal discipline uphold organizational structure and moral integrity. Moreover, a simple way of life and compassionate care for visiting monks promote harmony and a positive public image of the Sangha. Overall, the seven principles of Aparihaniya Dhamma integrate Dhamma with administration in a balanced manner.3. Sangha administration must be grounded in the Vinaya as its central principle and carried out through collective processes in order to sustain unity, order, and the faith of Buddhists. The application of the Aparihaniyadhamma clearly strengthens harmony, transparency, and administrative efficiency in all six areas: governance, religious education, educational welfare, Buddhist propagation, public works, and public welfare. These areas are thereby able to operate more systematically, fairly, and for the greater benefit of the community. It can therefore be seen that the Aparihaniyadhamma serves as an important moral framework that enables Sangha administration in all six dimensions to remain stable, legitimate, and beneficial to Buddhism and society.

วิทยานิพนธ์นี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาการบริหารกิจการคณะสงฆ์ 2) เพื่อศึกษาหลักอปริหานิยธรรม 3) เพื่อวิเคราะห์การบริหารกิจการคณะสงฆ์จังหวัดพังงาตามหลักอปริหานิยธรรมการศึกษานี้ได้ดำเนินการวิจัยเชิงคุณภาพแบบเอกสาร ร่วมกับการสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ จำนวน 20 รูป/คนผลการวิจัยพบว่า 1) การบริหารกิจการคณะสงฆ์จังหวัดพังงาทั้ง 6 ด้าน เป็นกรอบสำคัญในการธำรงความมั่นคงและความเจริญของพระพุทธศาสนาในสังคมร่วมสมัย ด้านการปกครองมุ่งยึดพระธรรมวินัย ความโปร่งใส และการมีส่วนร่วมเป็นหลัก ด้านการศาสนศึกษาและการศึกษาสงเคราะห์เน้นพัฒนาความรู้ควบคู่คุณธรรม และขยายโอกาสทางการศึกษาแก่ชุมชน ด้านการเผยแผ่ปรับรูปแบบให้สอดคล้องยุคดิจิทัล เพื่อให้ธรรมะเข้าถึงประชาชนอย่างกว้างขวาง ด้านสาธารณูปการและสาธารณสงเคราะห์มุ่งบริหารจัดการอย่างเป็นระบบ โปร่งใส และเกื้อกูลสังคม เมื่อทั้ง 6 ด้านดำเนินอย่างสมดุล ย่อมเสริมสร้างเอกภาพของคณะสงฆ์และประโยชน์สุขแก่สังคมโดยรวม2) หลักอปริหานิยธรรมเป็นกรอบสำคัญที่ช่วยเสริมความมั่นคงในการบริหารกิจการคณะสงฆ์จังหวัดพังงา โดยเน้นระเบียบ วินัย เอกภาพ และความน่าเชื่อถือ การประชุมกันเนืองนิตย์และการตัดสินใจตามมติสงฆ์ช่วยสร้างความโปร่งใสและความไว้วางใจในองค์กร การยึดพระธรรมวินัยโดยไม่บัญญัติหรือยกเลิกสิ่งที่พระพุทธเจ้าทรงบัญญัติไว้ ทำให้การบริหารมีมาตรฐานและตรวจสอบได้ การเคารพพระเถระผู้ใหญ่และการรักษาวินัยส่วนตนช่วยค้ำจุนโครงสร้างและคุณธรรมขององค์กรสงฆ์ ขณะเดียวกัน วิถีชีวิตที่เรียบง่ายและการดูแลภิกษุผู้มาเยือนด้วยเมตตา ส่งเสริมความสามัคคีและภาพลักษณ์ที่ดีของคณะสงฆ์ โดยรวมแล้ว หลักอปริหานิยธรรมทั้งเจ็ดประการช่วยหลอมรวมธรรมกับการบริหารอย่างสมดุล3) การบริหารกิจการคณะสงฆ์ต้องยึดพระธรรมวินัยเป็นหลัก และดำเนินงานแบบหมู่คณะเพื่อสร้างเอกภาพ ความสงบเรียบร้อย และความศรัทธา การประยุกต์หลักอปริหานิยธรรมช่วยเสริมความสามัคคี ความโปร่งใส และประสิทธิภาพในการบริหารได้อย่างชัดเจน ทั้งด้านการปกครอง ศาสนศึกษา การศึกษาสงเคราะห์ การเผยแผ่พระพุทธศาสนา การสาธารณูปการ และการสาธารณสงเคราะห์ ล้วนดำเนินไปอย่างมีระบบ เป็นธรรม และเกิดประโยชน์ต่อส่วนรวมมากขึ้น จะเห็นได้ว่า หลักอปริหานิยธรรมเป็นกรอบธรรมสำคัญที่ทำให้การบริหารกิจการคณะสงฆ์ทั้ง 6 ด้านมีความมั่นคง ชอบธรรม และเกื้อกูลต่อพระพุทธศาสนาและสังคม
