COMMUNITY PARTICPATION IN THE DEVELOPMENT OF PHRA THAT NA KHAM, NA KHAM SUBDISTRICT, KUCHINARAI DISTRICT, KALASIN PROVINCE

Abstract

The objectives of this were as follows 1) to examine theoretical concepts regarding community participation,(2) to study the development of Phrathatnakham in Nakham Subdistrict, Kuchinarai District, Kalasin Province, and 3) to analyze community involvement in the development of Phrathatnakham in the same area. The study collected data from the Tripitaka, relevant documents, related research, and in-depth interviews with 15 key informants, including monks and laypersons. The data were analyzed using content analysis and presented in descriptive form. The results of research were found that: Community involvement is a process that encourages people to think, plan, and make decisions collectively, based on adequate information and leadership that allows inclusive participation from all groups. Theoretical perspectives on leadership, communication, and socialization help explain the behaviors and factors influencing participation. The participation process encompasses planning, implementation, benefit distribution, and transparent monitoring and evaluation. A strong level of community participation enhances the community’s bargaining power and contributes to sustainable self-development. Phrathatnakham is a significant sacred site in Nakham Subdistrict, embodying a long-standing Buddhist faith as both a repository of the Buddha’s relics and a spiritual center for the community. The stupa has undergone developments in form, structure, and function that reflect Buddhist beliefs and cultural traditions. Wat Pa Thamniyom Pho 9, the origin site of the stupa, serves as an important center for religious activities and community learning. In addition, Phrathatnakham plays religious, cultural, and economic roles that foster community cooperation and strengthen local identity. Its development therefore represents a process that integrates faith, tradition, and sustainable community collaboration. Community participation in the development of Phra That Nakham serves as a crucial mechanism linking religion, culture, and the economy to foster holistic and sustainable development. Collaboration across four dimensions-planning, implementation, benefit-sharing, and monitoring and evaluation-not only enhances the effectiveness of development initiatives but also establishes a foundation of collective strength, shared responsibility, and long-term sustainability within the community. Consequently, Phra That Nakham has evolved beyond being merely a spiritual center; it has become a genuine hub for local economic development, cultural preservation, and the continuity of religious institutions.

วิทยานิพนธ์นี้ มีวัตถุประสงค์ 1) เพื่อศึกษาแนวคิดทฤษฎีการมีส่วนร่วมของชุมชน 2) เพื่อศึกษาการพัฒนาพระธาตุนาขาม ตำบลนาขาม อำเภอกุฉินารายณ์ จังหวัดกาฬสินธุ์ และ 3) เพื่อวิเคราะห์การมีส่วนร่วมของชุมชนในการพัฒนาพระธาตุนาขาม ตำบลนาขาม อำเภอกุฉินารายณ์ จังหวัดกาฬสินธุ์ โดยศึกษาข้อมูลจากพระไตรปิฎก เอกสาร งานวิจัยที่เกี่ยวข้องและสัมภาษณ์เชิงลึก ผู้ให้ข้อมูลสำคัญ จำนวน 15 รูป/คน วิเคราะห์ข้อมูลเชิงเนื้อหา แล้วนำเสนอข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า: การมีส่วนร่วมของชุมชนเป็นกระบวนการที่ส่งเสริมให้ประชาชนร่วมคิด ร่วมวางแผน และร่วมตัดสินใจ โดยอาศัยข้อมูลที่ครบถ้วนและผู้นำที่เปิดพื้นที่ให้ทุกกลุ่มมีบทบาท แนวคิดทฤษฎีด้านผู้นำ การสื่อสาร และการขัดเกลาทางสังคมช่วยอธิบายพฤติกรรมและปัจจัยที่ส่งผลต่อการมีส่วนร่วม กระบวนการมีส่วนร่วมครอบคลุมตั้งแต่การวางแผน การปฏิบัติ การจัดสรรผลประโยชน์ ไปจนถึงการติดตามประเมินผลอย่างโปร่งใส ทั้งนี้ระดับการมีส่วนร่วมที่เข้มแข็งจะทำให้ชุมชนมีอำนาจต่อรองและพัฒนาตนเองได้อย่างยั่งยืน พระธาตุนาขามเป็นศาสนสถานสำคัญของตำบลนาขามที่สืบทอดศรัทธาทางพระพุทธศาสนา ทั้งในฐานะสถานที่บรรจุพระบรมสารีริกธาตุและศูนย์รวมจิตใจของชุมชน เจดีย์มีพัฒนาการทางรูปแบบ โครงสร้าง และบทบาทที่สะท้อนคติความเชื่อและวัฒนธรรมแบบพุทธ ขณะที่วัดโนนฟองแก้ว (วัดป่าธรรมนิมิตโพธิ์ 9) ในฐานะแหล่งกำเนิดของพระธาตุเป็นศูนย์กลางศาสนกิจและการเรียนรู้สำคัญของชุมชน นอกจากนี้ ยังมีบทบาทด้านศาสนา วัฒนธรรม และเศรษฐกิจที่เสริมสร้างความร่วมมือและอัตลักษณ์ของท้องถิ่น การพัฒนาพระธาตุจึงเป็นกระบวนการที่ผสานศรัทธา ประเพณี และความร่วมมือของชุมชนอย่างยั่งยืน การมีส่วนร่วมของชุมชนในการพัฒนาพระธาตุนาขามถือเป็นกลไกสำคัญที่เชื่อมโยงศาสนา วัฒนธรรม และเศรษฐกิจให้เกิดการพัฒนาแบบองค์รวมและยั่งยืน การร่วมมือในทั้งสี่ด้าน ตั้งแต่การวางแผน การปฏิบัติ การจัดสรรผลประโยชน์ ไปจนถึงการติดตามประเมินผล ไม่เพียงแต่ช่วยให้การพัฒนามีประสิทธิภาพ แต่ยังสร้างรากฐานของความเข้มแข็ง ความรับผิดชอบร่วมกัน และความยั่งยืนให้กับชุมชน พระธาตุนาขามจึงกลายเป็นมากกว่าศูนย์รวมศรัทธาเท่านั้น เป็นศูนย์กลางของการพัฒนาเศรษฐกิจชุมชน การอนุรักษ์วัฒนธรรม และการสืบสานสถาบันทางศาสนาอย่างแท้จริง
