INSURED PERSONS’ OPINIONS REGARDING THE ELECTION OF INSURED PERSON REPRESENTATIVES TO THE SOCIAL SECURITY COMMITTEE IN 2023, KRABI PROVINCE

Abstract

This thesis aims to study the level of opinion of insured persons regarding the election of employee representatives to the Social Security Committee in Krabi Province for the year 2023 and to explore approaches to promote such elections. The study population consisted of 384 insured persons and 5 key informants. Data were collected using questionnaires and interviews and analyzed using basic statistics, including frequency, percentage, mean, standard deviation, and content analysis.The results indicated that insured persons held the highest level of opinion toward the election of employee representatives. Among the aspects studied, the representatives’ qualifications received the highest mean score, followed by the voting process, while legal and regulatory aspects received the lowest mean. Recommended approaches to promote the election included: (1) supplementing regulations on representatives’ duties and granting insured persons the right to remove representatives who act improperly; (2) defining representative qualifications, such as holding at least a bachelor’s degree, having no criminal or corrupt records, and possessing knowledge of the Social Security Office; (3) enabling registration and voting via applications or online platforms; and (4) promoting the election through social media alongside television, radio, and print media.The study reflects insured persons’ awareness and interest in the electoral process and provides policy recommendations to enhance transparency and efficiency in electing employee representatives.

สารนิพนธ์นี้มีวัตถุประสงค์เพื่อศึกษาระดับความคิดเห็นของผู้ประกันตนต่อการเลือกตั้งผู้แทนฝ่ายผู้ประกันตนเป็นคณะกรรมการประกันสังคม ประจำปี พ.ศ. 2566 ในจังหวัดกระบี่ และเพื่อศึกษาแนวทางในการส่งเสริมการเลือกตั้งดังกล่าว กลุ่มตัวอย่างประกอบด้วยผู้ประกันตนจำนวน 384 คน และผู้ให้ข้อมูลสำคัญ 5 คน ใช้เครื่องมือแบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลด้วยสถิติพื้นฐาน ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่าผู้ประกันตนมีความคิดเห็นต่อการเลือกตั้งผู้แทนฝ่ายผู้ประกันตนอยู่ในระดับสูงสุด โดยด้านคุณสมบัติของผู้แทนมีค่าเฉลี่ยสูงสุด รองลงมาคือด้านการลงคะแนนใช้สิทธิเลือกตั้ง และด้านกฎหมาย/ระเบียบมีค่าเฉลี่ยต่ำสุด แนวทางในการส่งเสริมการเลือกตั้งประกอบด้วย 1) การเพิ่มเติมข้อบังคับเกี่ยวกับการปฏิบัติงานของผู้แทนและให้ผู้ประกันตนมีสิทธิถอดถอนผู้แทนที่ประพฤติมิชอบ 2) การกำหนดคุณสมบัติผู้แทน เช่น การศึกษาอย่างน้อยระดับปริญญาตรี ไม่มีประวัติอาชญากรรมหรือทุจริต และมีความรู้ความเข้าใจสำนักงานประกันสังคม 3) การลงทะเบียนและการลงคะแนนผ่านระบบแอปพลิเคชันหรือออนไลน์ 4) การประชาสัมพันธ์ผ่านสื่อโซเชียลมีเดียควบคู่กับโทรทัศน์ วิทยุ และสื่อสิ่งพิมพ์ การวิจัยสะท้อนถึงความตระหนักและความสนใจของผู้ประกันตนต่อกระบวนการเลือกตั้ง พร้อมเสนอแนวทางเชิงนโยบายเพื่อส่งเสริมความโปร่งใสและประสิทธิภาพในการเลือกตั้งผู้แทนฝ่ายผู้ประกันตน
