PUBLIC OPINIONS ON TRANSPORTATION MANAGEMENT BASED ON THE FOUR NOBLE TRUTHS IN BANG LAMUNG DISTRICT, CHONBURI PROVINCE

Abstract

The objectives of this research were: 1) To study the opinions of the people regarding transportation management based on the Four Noble Truths (Ariyasacca 4) in Bang Lamung District, Chonburi Province; 2) To compare the opinions of the people regarding transportation management based on the Four Noble Truths in Bang Lamung District, Chonburi Province; and 3) To propose guidelines for transportation management based on the Four Noble Truths in Bang Lamung District, Chonburi Province. This research was a mixed methods research, using both quantitative research and qualitative research. The data were collected from The population consisted, with a total population of 331,177 people. A sample group of 400 people was selected using Taro Yamane’s formula. In addition, there were 5 key informants. The research instruments were a questionnaire and an interview form. The statistics used for data analysis included frequency, percentage, mean, and standard deviation using a statistical software package. Qualitative data were analyzed using content analysis.The results of the study found that :1.The overall opinions of the public regarding transportation management based on the Four Noble Truths (Ariyasacca 4) in Bang Lamung District, Chonburi Province, were at a high level. When considering each aspect in order of average score from highest to lowest, the highest was benefit sharing, followed by operational planning, decision-making, and the lowest was monitoring and evaluation. 2. The comparison results showed that people with different gender and education levels had significantly different opinions regarding transportation management based on the Four Noble Truths at the 0.05 level of significance. However, those with different ages, occupations, and incomes had no statistically significant differences in opinions. 3. Recommendations based on public opinions regarding transportation management based on the Four Noble Truths in Bang Lamung District, Chonburi Province, are as follows: For decision-making, respondents suggested that: 1) public hearings should be held before decisions are made on transportation construction or improvement projects to ensure genuine participation from the public; 2) citizens should receive clear and sufficient information regarding changes in routes, road closures, or local transportation projects so that they can plan their travel in advance. For operational planning, respondents suggested that: 1) traffic management should be planned in advance for holidays or festivals to prevent congestion and possible accidents; 2) accident-prone areas, such as sharp curves, dark spots, or railway crossings, should be surveyed and documented in order to plan for appropriate installation of warning signs, traffic lights, or surface improvements. For benefit sharing, respondents recommended: 1) developing roadways to accommodate pedestrians, the elderly, and persons with disabilities, such as ramps, wide and smooth sidewalks, and pedestrian signals; 2) establishing affordable and accessible public transportation systems that serve all areas, not just selected locations, to ensure equal benefits for all groups. For monitoring and evaluation, respondents suggested: 1) responsible agencies or committees should regularly monitor and evaluate road conditions, traffic management, and public transportation services for continuous improvement; 2) opportunities should be provided for public participation in evaluating transportation services through surveys or public forums; 3) CCTV cameras should be installed in accident-prone or high-crime areas, such as isolated roads or intersections, to support evaluations and enhance safety.

วิทยานิพนธ์มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาความคิดเห็นของประชาชนต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรี 2)เพื่อเปรียบเทียบความคิดเห็นของประชาชนต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรี และ 3) เพื่อเสนอแนะแนวทางบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรี เป็นการวิจัยแบบผสมผสานวิธี (Mixed Methods Research) คือ ใช้วิธีวิจัยเชิงปริมาณ (Quantitative Research) และการวิจัยเชิงคุณภาพ (Qualitative Research) เก็บข้อมูลจากประชาชนในเขตอำเภอบางละมุง จำนวน 331,177 คน ได้กลุ่มตัวอย่าง จำนวน 400 คน ตามสูตรของ ทาโร่ ยามาเน่ (Taro Yamane) และมีผู้ให้ข้อมูลจำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน โดยใช้โปรแกรมสำเร็จรูปทางสถิติ และการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า :1. ประชาชนมีความคิดเห็นต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรีโดยรวมทั้ง 4 ด้าน อยู่ในระดับมากเมื่อพิจารณาในแต่ละด้านโดยเรียงค่าเฉลี่ยจากมากไปหาน้อยพบว่า ด้านที่มีค่าเฉลี่ยมากที่สุดคือ ด้านการร่วมรับผลประโยชน์ รองลงมาคือ ด้านการวางแผนปฏิบัติงาน และด้านการตัดสินใจ และด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการติดตามประเมินผล ตามลำดับ2. ผลการเปรียบเทียบ พบว่า ประชาชนที่มีเพศ และระดับการศึกษา ต่างกันมีความคิดเห็น ต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรีโดยรวมแตกต่างกัน อย่างมีนัยสำคัญที่ระดับ 0.05 ส่วนประชาชนที่มีอายุ อาชีพ และรายได้ ต่างกัน มีความคิดเห็นต่อการบริหารงานด้านคมนาคมไม่แตกต่างกัน3. ข้อเสนอแนะเกี่ยวกับความคิดเห็นของประชาชนต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรีในแต่ละด้าน ดังนี้ด้านการตัดสินใจ พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับความคิดเห็นของประชาชนต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ควรจัดเวทีรับฟังความคิดเห็นจากประชาชนก่อนมีการตัดสินใจเกี่ยวกับโครงการก่อสร้างหรือปรับปรุงระบบคมนาคม เพื่อให้ประชาชนได้มีส่วนร่วมอย่างแท้จริง 2) ประชาชนควรได้รับข้อมูลที่ชัดเจนและเพียงพอเกี่ยวกับการเปลี่ยนแปลงเส้นทาง การปิดถนน หรือโครงการด้านคมนาคมในพื้นที่ เพื่อให้สามารถวางแผนการเดินทางล่วงหน้าได้ ด้านการวางแผนปฏิบัติงาน พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับความคิดเห็นของประชาชนต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ควรวางแผนการจัดการจราจรล่วงหน้าในช่วงเทศกาลหรือวันหยุดยาว เพื่อป้องกันปัญหารถติดและอุบัติเหตุที่อาจเกิดขึ้น 2) ควรมีการสำรวจและเก็บข้อมูลจุดเสี่ยงต่อการเกิดอุบัติเหตุ เช่น ทางโค้ง ทางมืด หรือจุดตัดรถไฟ เพื่อให้สามารถวางแผนติดตั้งไฟสัญญาณ ป้ายเตือน หรือปรับปรุงพื้นผิวถนนได้อย่างเหมาะสม 3) ด้านการร่วมรับผลประโยชน์ พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับความคิดเห็นของประชาชนต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ควรมีการพัฒนาเส้นทางให้สามารถรองรับคนเดินเท้า ผู้สูงอายุ และผู้พิการได้อย่างสะดวก เช่น ทางลาด ทางเท้าเรียบและกว้าง พร้อมสัญญาณไฟคนข้าม 2) ควรจัดให้มีระบบขนส่งสาธารณะที่มีราคาย่อมเยา และสามารถเข้าถึงได้ทุกพื้นที่ ไม่ควรจำกัดแค่บางจุด เพื่อให้ประชาชนทุกกลุ่มได้รับประโยชน์อย่างเท่าเทียม 4) ด้านการติดตามประเมินผล พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับความคิดเห็นของประชาชนต่อการบริหารงานด้านคมนาคมตามหลักอริยสัจ 4 ของอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ควรมีหน่วยงานหรือคณะกรรมการติดตามและประเมินผลคุณภาพของถนน การจัดการจราจร และบริการขนส่งสาธารณะอย่างสม่ำเสมอ เพื่อปรับปรุงอย่างต่อเนื่อง 2) เปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการประเมินความพึงพอใจต่อบริการคมนาคม เช่น แบบสอบถาม หรือเวทีแสดงความคิดเห็น 3) ควรติดตั้งกล้องวงจรปิดบริเวณจุดเสี่ยงต่ออุบัติเหตุหรืออาชญากรรม เช่น ทางเปลี่ยว จุดตัดต่าง ๆ เพื่อใช้ในการประเมินผลและเพิ่มความปลอดภัย
