Promoting Civic Leadership among Community Leaders in Pha Khao District, Loei Province

Abstract

This research, titled "PROMOTING CIVIC LEADERSHIP AMONG COMMUNITY LEADERS IN PHA KHAO DISTRICT, LOEI PROVINCE," had three main objectives: 1) to study the level of civic leadership promotion among community leaders, 2) to compare the level of promotion based on personal factors, and 3) to explore policy recommendations for promoting civic leadership. This quantitative study used a questionnaire to collect data from a sample of 297 community leaders, a size determined using Taro Yamane's formula from a total population of 1,153.The findings indicate that the overall level of civic leadership promotion by community leaders in Pha Khao District was high, with a mean score of 3.80 (S.D. = 0.57). All dimensions were rated at a high level. The highest mean score was found in Political Participation (mean = 3.96), while the lowest was in Knowledge and Understanding of Politics (mean = 3.65). When comparing opinions based on personal factors, no statistically significant differences were found based on gender and age. However, there were statistically significant differences at the 0.05 level based on education level, years of experience, and work area (sub-district). Leaders with more than 15 years of experience showed the highest average score in all dimensions, and leaders in the Ban Phoem sub-district had the highest overall average score. The research suggests that training should be developed to focus on critical thinking and public policy analysis. Additionally, it recommends creating a Mentorship Program for leaders with 6–10 years of experience, who had the lowest average scores. For future research, a qualitative study is recommended in the successful Ban Phoem sub-district to uncover underlying factors of success, as is a comparative study between rural and urban leaders to expand the body of knowledge.

การวิจัยเรื่อง "การส่งเสริมวิถีความเป็นพลเมืองของผู้นำชุมชนในอำเภอผาขาว จังหวัดเลย" มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการส่งเสริมวิถีความเป็นพลเมืองของผู้นำชุมชน 2) เปรียบเทียบการส่งเสริมวิถีความเป็นพลเมืองของผู้นำชุมชนจำแนกตามปัจจัยส่วนบุคคล และ 3) ศึกษาข้อเสนอแนะในการส่งเสริมวิถีความเป็นพลเมือง การวิจัยนี้ใช้แบบสอบถามเป็นเครื่องมือในการเก็บข้อมูลเชิงปริมาณจากผู้นำชุมชนจำนวน 297 คน ซึ่งเป็นกลุ่มตัวอย่างที่ได้จากการคำนวณตามสูตรของทาโร่ ยามาเน่ จากประชากรทั้งหมด 1,153 คน ผลการวิจัย พบว่า ระดับการส่งเสริมวิถีความเป็นพลเมืองของผู้นำชุมชนในอำเภอผาขาว จังหวัดเลย โดยภาพรวมอยู่ในระดับ มาก (X̄=3.80, S.D. = 0.57) เมื่อพิจารณารายด้าน พบว่าทุกมิติอยู่ในระดับมาก โดยด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการมีส่วนร่วมทางการเมือง (X̄=3.96) และด้านที่มีค่าเฉลี่ยต่ำที่สุดคือ ด้านความรู้และความเข้าใจเกี่ยวกับการเมือง (X̄=3.65) เมื่อเปรียบเทียบตามปัจจัยส่วนบุคคล พบว่า เพศ และ อายุ ไม่มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ในขณะที่ ระดับการศึกษา, ประสบการณ์ในตำแหน่ง, และ พื้นที่การทำงาน (ตำบล) มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยผู้นำที่มีประสบการณ์มากกว่า 15 ปี มีค่าเฉลี่ยสูงสุดในทุกด้าน และผู้นำในตำบลบ้านเพิ่มมีคะแนนเฉลี่ยสูงที่สุดโดยภาพรวม ข้อเสนอแนะ จากการวิจัยคือ ควรพัฒนาหลักสูตรฝึกอบรมที่เน้นทักษะการคิดเชิงวิพากษ์และการวิเคราะห์นโยบายสาธารณะ และสร้างโครงการพี่เลี้ยง (Mentorship Program) สำหรับผู้นำที่มีประสบการณ์ 6–10 ปี ซึ่งมีคะแนนเฉลี่ยต่ำที่สุด นอกจากนี้ ควรมีการวิจัยเชิงคุณภาพเพื่อค้นหาปัจจัยความสำเร็จของผู้นำในตำบลบ้านเพิ่ม และทำการวิจัยเชิงเปรียบเทียบระหว่างผู้นำในพื้นที่ชนบทและเมืองเพื่อขยายองค์ความรู้ในอนาคต
