THE COLLABORATION OF POLITICAL LEADERS IN LOCAL DEVELOPMENT IN NA DUANG DISTRICT, LOEI PROVINCE

Abstract

This research aimed to: (1) examine the level of collaboration among political leaders in local development in Na Duang District, Loei Province; (2) analyze the problems and obstacles in building such collaboration; and (3) identify strategies to enhance cooperation among political leaders for local development in the same area. The study employed a mixed-methods approach. Quantitative data were collected through questionnaires from a sample of 258 respondents, while qualitative data were obtained through in-depth interviews with 26 key informants, including local political leaders and stakeholders, selected using purposive sampling.The research findings revealed the following: (1) overall, political leaders in Na Duang District demonstrated a high level of collaboration in local development, with an average score of 4.25 and a standard deviation of 0.68, reflecting consistency in cooperation between local administrative and local government leaders; (2) political leaders played key roles in coordination and support for community participation, such as organizing public forums, planning development projects, and driving joint initiatives; and (3) to enhance effective collaboration, key recommendations included organizing inclusive public forums, developing participatory leadership skills, and fostering horizontal relationships between political leaders and citizens. Facilitating factors included personal relationships, public trust, and informal communication channels. Identified obstacles were inter-agency power conflicts, unclear role definitions, and budget limitations.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความร่วมมือของผู้นำทางการเมืองในการพัฒนาท้องถิ่น อำเภอนาด้วงจังหวัดเลย 2) วิเคราะห์ปัญหาและอุปสรรคในการสร้างความร่วมมือของผู้นำทางการเมืองในการพัฒนาท้องถิ่น อำเภอนาด้วง จังหวัดเลย และ 3) ศึกษาแนวทางการสร้างความร่วมมือของผู้นำทางการเมืองในการพัฒนาท้องถิ่น อำเภอนาด้วง จังหวัดเลย การวิจัยนี้ใช้ระเบียบวิธีแบบผสมผสาน (Mixed Method) โดยเก็บข้อมูลเชิงปริมาณด้วยแบบสอบถามจากกลุ่มตัวอย่างจำนวน 258 คน ส่วนข้อมูลเชิงคุณภาพได้จากการสัมภาษณ์เชิงลึกผู้นำทางการเมืองระดับท้องถิ่นและผู้เกี่ยวข้อง จำนวน 26 คน โดยใช้การคัดเลือกแบบเจาะจง (Purposive Sampling) ผลการวิจัยพบว่า 1. โดยรวมผู้นำทางการเมืองในอำเภอนาด้วงมีระดับความร่วมมือในการพัฒนาท้องถิ่นอยู่ในระดับ “มาก” โดยมีค่าเฉลี่ยรวมอยู่ที่ 4.25 และส่วนเบี่ยงเบนมาตรฐานเท่ากับ 0.68 ซึ่งสะท้อนถึงความสอดคล้องในการปฏิบัติงานร่วมกันระหว่างผู้นำท้องถิ่นและท้องที่ 2. ผู้นำทางการเมืองในท้องถิ่น และท้องที่ มีบทบาทเชิงประสานงานและสนับสนุนการดำเนินงานร่วมกับภาคประชาชน เช่น การจัดเวทีประชาคม การวางแผนพัฒนาท้องถิ่น และการขับเคลื่อนโครงการร่วมกับ และ 3. ข้อเสนอแนะของผู้ให้ข้อมูล พบว่า การสร้างความร่วมมือที่มีประสิทธิภาพควรเน้น การจัดเวทีประชาคมที่เปิดโอกาสให้ทุกฝ่ายมีส่วนร่วม การพัฒนาทักษะผู้นำด้านการบริหารจัดการแบบมีส่วนร่วม การสร้างความสัมพันธ์แนวราบระหว่างผู้นำทางการเมืองกับภาคประชาชน และปัจจัยที่เอื้อต่อความร่วมมือ ได้แก่ ความสัมพันธ์ส่วนบุคคลของผู้นำ ความเชื่อถือจากประชาชน และช่องทางการสื่อสารอย่างไม่เป็นทางการ อุปสรรคที่พบ เช่น ความขัดแย้งเชิงอำนาจระหว่างหน่วยงาน, ความไม่ชัดเจนในบทบาทหน้าที่ และข้อจำกัดด้านงบประมาณ
