AN APPLICATION OF APARIHANIYADHAMMA FOR THE LOCAL ADMINISTRATION, MUEANG SAKON NAKHON DISTRICT, SAKON NAKHON PROVINCE

Abstract

This thesis has the following objectives: 1) to study the local administration of Mueang Sakon Nakhon District, Sakon Nakhon Province, 2) to study the principle of Aparihaniyadhamma in Theravada Buddhism, 3) to analyze the application of the principle of Aparihaniyadhamma in the local administration of Mueang Sakon Nakhon District, Sakon Nakhon Province. This is a qualitative research using document analysis (Qualitative by Document Analysis Research) and in-dept interviews. The research results found that: The application of the principle of Aparihaniyadhamma in the local administration of Mueang Sakon Nakhon District, Sakon Nakhon Province can be assessed as follows: The application of the principle of Aparihaniyadhamma in the local administration of Mueang Sakon Nakhon District is effective. Guidelines for applying the principle of Aparihaniyadhamma in the local administration of the Sakon Nakhon District are: 1) there should be meetings to listen to opinions from all sectors, 2) everyone should attend meetings in unison, 3) principles and rules must be seriously adhered to and followed, 4) emphasis must be placed on the participation of all parties in local development, 5) Members should respect each other and 6) respect for various places should be promoted.

วิทยานิพนธ์นี้มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาสภาพการปกครองท้องที่อำเภอเมืองสกลนคร จังหวัดสกลนคร 2) เพื่อศึกษาหลักอปริหานิยธรรมในพระพุทธศาสนาเถรวาท 3) เพื่อวิเคราะห์การประยุกต์ใช้หลักอปริหานิยธรรมในการบริหารงานของการปกครองท้องที่อำเภอเมืองสกลนคร จังหวัดสกลนคร เป็นการวิจัยเชิงคุณภาพโดยการวิเคราะห์เอกสาร (Qualitative by Document Analysis Research ) การสัมภาษณ์เชิงลึก ( In-dept Interviews ) ผลการวิจัยพบว่า การประยุกต์ใช้หลักอปริหานิยธรรมในการบริหารงานของการปกครองท้องที่อำเภอเมืองสกลนคร จังหวัดสกลนคร ประเมินได้ว่า 1) การประยุกต์ใช้หลักอปริหานิยธรรมในการบริหารงานของการปกครองท้องที่อำเภอเมืองสกลนคร อย่างมีประสิทธิภาพ แนวทางการประยุกต์ใช้หลักอปริหานิยธรรมในการบริหารงานของการปกครองท้องที่อำเภอเมืองสกลนคร ได้แก่ (1) ควรมีการประชุมรับฟังข้อคิดเห็นจากทุกภาคส่วน (2) ทุกคนควรเข้าร่วมประชุมอย่างพร้อมเพรียง (3) ต้องยึดถือและปฏิบัติตามหลักการและกฎเกณฑ์อย่างจริงจัง (4) เน้นการมีส่วนร่วมของบุคคลทุกฝ่ายในการพัฒนาท้องถิ่น (5) ควรให้เกียรติซึ่งกันและกันระหว่างสมาชิก (6) ควรส่งเสริมการให้เกียรติต่อสถานที่ต่าง ๆ
