STRATEGIC LEADERSHIP OF SCHOOL ADMINISTRATORS INFLUENCING EFFECTIVENESS OF WORLD-CLASS STANDARD SCHOOLS UNDER LOEI PRIMARY EDUCATIONAL SERVICE AREA OFFICES

Abstract

The purposes of this research were to : 1) study the strategic leadership of school administrators under primary educational service area office loei province, 2) study the resources mobilization for education in schools under primary educational service area office loei province, 3) study the relationship between strategic leadership of school administrators and resources mobilization for education in schools under primary educational service area office loei province, and 4) study the strategic leadership of school administrators affecting the mobilization of educational resources under primary educational service area office loei province. The sample was a group of 214 teachers of world class standard school under primary educational service area office loei province in the academic year 2024. The research instrument was a five – level rating scale questionnaire. The reliability of the strategic leadership of school administrator’s questionnaire was 0.937, and and the reliability of the effectiveness of world class standard school was 0.958. The statistics used for analysis data were: mean, standard deviation, Pearson’s product moment correlation coefficient and multiple regression analysis.The results of the study were as follows: 1) The level of strategic leadership of school administrators under primary educational service area office loei province was at the highest level.2) The level of effectiveness of world class standard school under primary educational service area office loei province, was at the high level. 3) The relationship between strategic leadership of school administrators and effectiveness of World-Class Standard Schools under primary educational service area office loei province, according to the opinions of teachers for overall revealed a high correlation (rXY = .667) at the significance level of .05. 4) There were three aspects of strategic leadership affecting the effectiveness of World-Class Standard Schools consisting of the Strategy Implementation (x2), the Strategic Evaluation and Control (x3), and the Strategic Direction (x1). The predictive coefficient or predictive power was 43.20 at the significance level of .05. The construction of the equation in standardized and unstandardized scores were as followed:The prediction equation of unstandardized Score= 1.542 + 0.224(x2) + 0.222(x3) + 0.183(x1)The prediction equation of standardized Score= 0.251(x2) + 0.265(x3) + 0.227(x1)

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดเลย 2) ศึกษาระดับประสิทธิผลของโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดเลย 3) เพื่อศึกษาความสัมพันธ์ระหว่างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษากับประสิทธิผลของโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา จังหวัดเลย 4) ศึกษาภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาที่ส่งผลต่อประสิทธิผลของโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดเลย กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน โรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดเลย ปีการศึกษา 2566 จำนวน 124 คน เครื่องมือการวิจัยเป็นแบบสอบถามมีลักษณะเป็นมาตราส่วนประมาณค่า 5 ระดับ ค่าความเชื่อมั่นของแบบสอบถามของแบบสอบถามภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษา เท่ากับ 0.937 และค่าความเชื่อมั่นของแบบสอบถามประสิทธิผลของโรงเรียนมาตรฐานสากล เท่ากับ 0.958 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการวิเคราะห์การถดถอยพหุคูณผลการวิจัยพบว่า1. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดเลย โดยรวมอยู่ในระดับมาก 2. ประสิทธิผลของโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดเลย โดยรวมอยู่ในระดับมาก3. ความสัมพันธ์ระหว่างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษากับประสิทธิผลของโรงเรียนมาตรฐานสากล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา จังหวัดเลย โดยภาพรวมมีความสัมพันธ์ทางบวกในระดับสูง (rXY = 0.667) อย่างมีนัยสำคัญทางสถิติที่ระดับ .014. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารสถานศึกษาส่งผลต่อประสิทธิผลของโรงเรียนมาตรฐานสากล จำนวน 3 ด้าน คือ การนำกลยุทธ์ไปปฏิบัติ (x2) การควบคุมและประเมินกลยุทธ์ (x3) และการกำหนดทิศทางองค์กร (x1) มีค่าสัมประสิทธิ์การทำนายเท่ากับร้อยละ 43.20อย่างมีนัยสำคัญทางสถิติที่ ระดับ .05 สามารถสร้างสมการพยากรณ์ในรูปคะแนนดิบและคะแนนมาตรฐาน คือสมการพยากรณ์ในรูปคะแนนดิบ= 1.542 + 0.224(x2) + 0.222(x3) + 0.183(x1)สมการพยากรณ์ในรูปคะแนนมาตรฐาน= 0.251(x2) + 0.265(x3) + 0.227(x1)
