THE INTEGRATION OF SANGAHAVATTHU FOR THE DEVELOPMENT OF LOCAL GOVERNMENT ORGANIZATIONS IN PAK CHONG DISTRICT, NAKHON RATCHASIMA PROVINCE

Abstract

This research aims to 1) study the level of integration of the Sangahavatthu for the development of local administrative organizations, 2) compare the opinions of personnel categorized by personal factors, and 3) propose guidelines for integrating the Sangahavatthu in organizational development. This is a mixed-methods research with a sample of 321 administrators, civil servants, officers, and employees working in local administrative organizations in Pak Chong District, Nakhon Ratchasima Province. Statistical methods used include frequency, percentage, mean, standard deviation, and hypothesis testing using t-test and F-test. The research instruments were questionnaires and interviews. Data were categorized and summarized descriptively. The research findings showed that: 1) The integration of the Sangahavatthu for the development of local administrative organizations in Pak Chong District, Nakhon Ratchasima Province, across all five aspects, was at a high level. The aspects ranked from highest to lowest mean were: equitable service provision, followed by progressive service provision, sufficient service provision, continuous service provision, and timely service provision. 2) Hypothesis testing revealed that personal factors such as age, gender, education, job position, and income did not differ significantly among local administrative organization personnel. This contradicts hypothesis 3) which proposes a guideline for integrating the principles of Sangahavattu (principles of social welfare) to develop local government personnel. This involves providing services to the public without discrimination, establishing clear and transparent standards and procedures for providing services that are consistent for all groups of people, and providing an easily accessible complaint mechanism to quickly investigate and resolve unfairness in service delivery

วิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการบูรณาการหลักสังคหวัตถุธรรมเพื่อพัฒนาองค์กรปกครองส่วนท้องถิ่น 2) เพื่อเปรียบเทียบความคิดเห็นของบุคลากรจำแนกตามปัจจัยส่วนบุคคล และ 3) เพื่อเสนอแนวทางการบูรณาการหลักสังคหวัตถุธรรมในการพัฒนาองค์กร เป็นการวิจัยแบบผสมผสาน กับกลุ่มตัวอย่าง คือ ผู้บริหาร ข้าราชการ เจ้าหน้าที่และลูกจ้าง ซึ่งปฏิบัติหน้าที่ในองค์กรปกครองส่วนท้องถิ่นในอำเภอปากช่อง จังหวัดนครราชสีมา จำนวน 321 คน สถิติที่ใช้ คือ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบน และทดสอบสมมติฐาน t-test และ F-test เครื่องมือที่ใช้คือแบบสอบถามและแบบสัมภาษณ์ โดยวิเคราะห์จัดประเภทของข้อมูล และสรุปเป็นข้อความบรรยาย ผลการวิจัยพบว่า 1) การบูรณาการหลักสังคหวัตถุธรรมเพื่อพัฒนาองค์กรปกครองส่วนท้องถิ่นในอำเภอปากช่อง จังหวัดนครราชสีมา โดยรวมทั้ง 5 ด้าน อยู่ในระดับมาก โดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการให้บริการด้วยความเสมอภาค รองลงมา คือด้านการบริการก้าวหน้า ด้านการให้บริการเพียง ด้านการให้บริการต่อเนื่อง และด้านการให้บริการตรงเวลา 2) การทดสอบสมมติฐานการวิจัย พบว่า ปัจจัยส่วนบุคคล อายุ เพศ การศึกษา ตำแหน่งงาน รายได้ ของบุคลากรองค์กรปกครองส่วนท้องถิ่น ไม่แตกต่างกัน ซึ่งไม่เป็นตามสมมติฐาน 3) ข้อเสนอแนวทางการบูรณาการหลักสังคหวัตถุธรรมเพื่อพัฒนาองค์กรปกครองส่วนท้องถิ่นของบุคลากรขององค์กรปกครองส่วนท้องถิ่น คือ ให้บริการประชาชนโดยไม่เลือกปฏิบัติโดยกำหนดมาตรฐานและขั้นตอนการให้บริการที่เป็นแนวทางเดียวกันสำหรับทุกกลุ่มประชาชนอย่างชัดเจนและโปร่งใส พร้อมทั้งจัดให้มีกลไกรับเรื่องร้องเรียนที่เข้าถึงได้ง่ายเพื่อตรวจสอบและแก้ไขความไม่เป็นธรรมในการให้บริการได้อย่างรวดเร็ว
