Integrated Leadership of SCHOOL Administrators under Loei Primary Educational Service Area Office 1

Abstract

The objectives of this research were: 1) to study the Degree of Success, Importance, and priority needs of integrated leadership of school administrators under Loei Primary Educational Service Area Office 1; and 2) to study guidelines for developing the integrated leadership of school administrators in the same area. This study employed a Mixed Methods Research design, divided into two phases. Phase 1: Quantitative Research. The sample consisted of 302 school administrators and teachers, selected through Proportional Stratified Random Sampling based on the Krejcie and Morgan table. The research instrument was a 5-level Likert scale questionnaire with Content Validity (IOC) ranging from 0.60 to 1.00. The reliability coefficients for Degree of Success and Importance were 0.972 and 0.959, respectively. Data were analyzed using frequency, mean, standard deviation, and Modified Priority Needs Index (PNImodified). Phase 2: Qualitative Research. The research instrument was a semi-structured interview. The target group consisted of 5 experts selected through purposive sampling. Data were analyzed using content analysis and presented in a model format. Research results are found that: 1. The overall Degree of Success of integrated leadership of school administrators under Loei Primary Educational Service Area Office 1 was at a high level (,𝑥. = 3.88), while the overall Importance was at the highest level (,𝑥. = 4.84). The overall Modified Priority Needs Index (PNImodified) was 0.24. When considering each aspect, the PNImodified values ranged from 0.20 to 0.29. The aspect with the highest index, which should be prioritized for development, was Achievement-Oriented Vision, followed by Creative Thinking, and Professional Development, respectively. The aspect with the lowest index was Teamwork. 2. The guidelines for developing integrated leadership of school administrators consisted of four main strategies 1) Communicating strategic vision and establishing shared goals 2) Creating an innovative atmosphere and promoting creative problem-solving 3) Developing professional competencies through Professional Learning Communities (PLC) and 4) Strengthening a collaborative culture and effective communication within the organization.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นภาวะผู้นำเชิงบูรณาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 และ 2) ศึกษาแนวทางการพัฒนาภาวะผู้นำเชิงบูรณาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 โดยใช้ระเบียบวิธีวิจัยแบบผสานวิธี (Mixed Methods Research) แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การวิจัย เชิงปริมาณ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครูผู้สอน จำนวน 302 คน สุ่มตัวอย่างโดยการแบ่งชั้นกำหนดขนาดกลุ่มตัวอย่างด้วยตารางของเครจซี่และมอร์แกน (Krejcie & Morgan) เครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความตรงเชิงเนื้อหาอยู่ระหว่าง 0.60 - 1.00 มีค่าความเที่ยงของแบบสอบถามเกี่ยวกับสภาพปัจจุบันและสภาพที่พึงประสงค์เท่ากับ 0.972 และ 0.959 ตามลำดับ วิเคราะห์ข้อมูลด้วย ความถี่ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และดัชนี จัดเรียงลำดับความต้องการจำเป็นแบบปรับปรุง (PNImodified) ระยะที่ 2 การวิจัยเชิงคุณภาพ เครื่องมือที่ใช้ในการวิจัยเป็นแบบสัมภาษณ์กึ่งโครงสร้าง กลุ่มเป้าหมายคือ ผู้ทรงคุณวุฒิ จำนวน 5 ท่าน ใช้วิธีเลือกแบบเจาะจง วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหาและนำเสนอในรูปแบบโมเดล ผลการวิจัยพบว่า: 1. สภาพปัจจุบันของภาวะผู้นำเชิงบูรณาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 โดยภาพรวมอยู่ในระดับมาก (,𝑥. = 3.88) ส่วนสภาพที่ พึงประสงค์ โดยภาพรวมอยู่ในระดับมากที่สุด (,𝑥. = 4.84) ดัชนีจัดเรียงลำดับความต้องการจำเป็นแบบปรับปรุง โดยภาพรวม (PNImodified) เท่ากับ 0.24 เมื่อพิจารณาดัชนีความต้องการจำเป็น รายด้าน พบว่า PNImodified อยู่ระหว่าง 0.20 ถึง 0.29 ด้านที่มีค่าดัชนีสูงสุดและควรได้รับ การพัฒนาเป็นลำดับแรก คือ ด้านการมีวิสัยทัศน์มุ่งความสำเร็จ รองลงมาคือ ด้านความคิดสร้างสรรค์ และด้านการพัฒนาวิชาชีพ ตามลำดับ โดยด้านที่มีค่าดัชนีต่ำที่สุดคือ ด้านการทำงานเป็นทีม 2. แนวทางการพัฒนาภาวะผู้นำเชิงบูรณาการของผู้บริหารสถานศึกษา ประกอบด้วย 4 แนวทางหลัก คือ 1) การสื่อสารวิสัยทัศน์เชิงยุทธศาสตร์และการตั้งเป้าหมายร่วมกัน 2) การสร้างบรรยากาศนวัตกรรมและส่งเสริมความคิดสร้างสรรค์ในการแก้ปัญหา 3) การพัฒนาสมรรถนะทางวิชาชีพผ่านชุมชนแห่งการเรียนรู้ (PLC) และ 4) การเสริมสร้างวัฒนธรรมความร่วมมือและ การสื่อสารที่มีประสิทธิภาพภายในองค์กร
