ETHICAL LEADERSHIP OF SCHOOL ADMINISTRATORS UNDER LOEI PRIMARY EDUCATIONAL SERVICE AREA OFFICE 1

Abstract

This research aimed to 1) study the level of ethical leadership of school administrators; 2) compare ethical leadership based on educational attainment and work experience; and 3) explore development guidelines for ethical leadership among school administrators under the Loei Primary Educational Service Area Office 1. This study employed a mixed methods research design. The sample group consisted of 308 administrators and teachers under the Loei Primary Educational Service Area Office 1. Key informants included 5 educational and school administrators. The research instruments were questionnaires and interview forms. Data were analyzed using frequency, percentage, mean, standard deviation, t-test, One-way ANOVA, and content analysis. The research findings revealed that 1) Ethical leadership of school administrators, both overall and in individual aspects, was at a high level. When ranked from highest to lowest mean, the aspects were: Responsibility, Justice, Respect, Trust, and Honesty, respectively. 2) The comparison of ethical leadership based on educational attainment and work experience showed no significant difference in either the overall or individual aspects. 3) Guidelines for developing ethical leadership are as follows (1) Responsibility Demonstrating courage in facing problems and seeking solutions collaboratively with stakeholders. (2) Justice Respecting rights, establishing clear criteria, and encouraging participation. (3) Respect Treating others with honor and promoting unity through positive discipline and reinforcement theory. (4) Trust Building confidence, promoting self-development, fostering teamwork, and providing continuous monitoring. (5) Honesty Establishing organizational values, being a good role model, adhering to regulations, and maintaining transparency in information disclosure.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา 2) เปรียบเทียบภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา จำแนกตามวุฒิการศึกษาและประสบการณ์ทำงาน และ 3) ศึกษาแนวทางการพัฒนาภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 เป็นวิจัยแบบผสานวิธี กลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครูผู้สอนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 1 จำนวน 308 คน และผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารการศึกษาและผู้บริหารสถานศึกษา จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) ภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา โดยรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับค่าเฉลี่ยจากสูงไปต่ำ ได้แก่ ด้านความรับผิดชอบ ด้านความยุติธรรม ด้านความเคารพนับถือ ด้านความไว้วางใจ และด้านความซื่อสัตย์ ตามลำดับ 2) ผลการเปรียบเทียบภาวะผู้นำเชิงจริยธรรมของผู้บริหารสถานศึกษา จำแนกตามวุฒิการศึกษาและประสบการณ์ทำงาน โดยรวมและรายด้านไม่แตกต่างกัน 3) แนวทางการพัฒนาภาวะผู้นำเชิงจริยธรรม ดังนี้ (1) ด้านความรับผิดชอบ กล้าเผชิญปัญหาและหาแนวทางแก้ไขร่วมกับผู้มีส่วนเกี่ยวข้อง (2) ด้านความยุติธรรม เคารพสิทธิ มีเกณฑ์ที่ชัดเจน และมีส่วนร่วม (3) ด้านความเคารพนับถือ ให้เกียรติกัน ส่งเสริมความสามัคคีโดยใช้วินัยเชิงบวกและทฤษฎีการเสริมแรง (4) ด้านความไว้วางใจ เชื่อมั่นและส่งเสริมการพัฒนาตนเอง สร้างทีมงานและกำกับติดตามผลอย่างต่อเนื่อง (5) ด้านความซื่อสัตย์ สร้างค่านิยมองค์กร เป็นแบบอย่างที่ดี ปฏิบัติตามกฎระเบียบ และเปิดเผยข้อมูล
