MANAGEMENT MODEL BASED ON THE KING’S PHILOSOPHY FOR ENHANCING LEARNERS’ QUALITY IN EDUCATIONAL INSTITUTIONS UNDER THE DEPARTMENT OF LEARNING PROMOTION IN NORTHEASTERN REGION

Abstract

This research aimed to: 1) study the components and guidelines for ‎management based on the King's Philosophy to enhance learners' quality ‎in educational institutions under the Department of Learning Promotion ‎in Northeastern Thailand; 2) develop a management model based on the ‎King's Philosophy; and 3) evaluate the feasibility and appropriateness of ‎the developed model. A Research and Development (R&D) design with ‎Mixed Methods Research was employed across 3 phases. The sample for ‎Phase 1 consisted of 520 school administrators, teachers, and educational ‎personnel from 104 institutions in the northeastern region. The findings ‎revealed that the management model based on the King's Philosophy ‎comprised 9 components: moderation, reasonableness, immunity ‎building, knowledge conditions, moral conditions, systemic management, ‎participation, continuous development, and learner quality focus. The ‎developed model, named the KHUEN Model, was evaluated by experts at ‎the highest level (Mean = 4.52, S.D. = 0.31) in both feasibility and ‎appropriateness. The model proved suitable for improving learner quality ‎in educational institutions under the Department of Learning Promotion ‎in Northeastern Thailand.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ‎ศึกษาองค์ประกอบและแนวทางการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียนในสถานศึกษาสังกัดกรมส่งเสริมการเรียนรู้ ภาคตะวันออกเฉียงเหนือ 2) พัฒนารูปแบบการบริหารตามศาสตร์พระราชาเพื่อพัฒนาคุณภาพผู้เรียน และ 3) ‎ประเมินความเป็นไปได้และความเหมาะสมของรูปแบบที่พัฒนาขึ้น รูปแบบการวิจัยเป็นการวิจัยและพัฒนา (Research ‎and Development) โดยใช้ระเบียบวิธีวิจัยแบบผสมผสาน ดำเนินการใน 3 ระยะ ประชากรและกลุ่มตัวอย่างในระยะที่ ‎‎1 ได้แก่ ผู้บริหารสถานศึกษา ครู และบุคลากรทางการศึกษา จำนวน 520 คน จากสถานศึกษา 104 แห่ง ‎ในพื้นที่ ภาคตะวันออกเฉียงเหนือ ผลการวิจัยพบว่า องค์ประกอบของการบริหารตามศาสตร์พระราชาประกอบด้วย 9 ด้าน ‎ได้แก่ หลักความพอประมาณ หลักความมีเหตุผล หลักการสร้างภูมิคุ้มกัน เงื่อนไขความรู้ เงื่อนไขคุณธรรม ‎การบริหารเชิงระบบ การมีส่วนร่วม การพัฒนาอย่างต่อเนื่อง และการมุ่งเน้นคุณภาพผู้เรียน รูปแบบที่พัฒนาขึ้นมีชื่อว่า ‎KHUEN Model ซึ่งผ่านการประเมินจากผู้เชี่ยวชาญในระดับมากที่สุด (Mean = 4.52, S.D. = 0.31) ‎ทั้งด้านความเป็นไปได้และความเหมาะสม สรุปได้ว่า ‎รูปแบบการบริหารตามศาสตร์พระราชามีความเหมาะสมต่อการนำไปใช้เพื่อพัฒนาคุณภาพผู้เรียนในบริบทของสถานศึกษาสังกัดกรมส่งเสริมการเรียนรู้ ภาคตะวันออกเฉียงเหนือ อย่างมีนัยสำคัญ
