IMPROVING THE EFFICIENCY FOR DRIVING THE MODEL MORAL ORGANIZATION ACTION PLAN AT KO PHET SUBDISTRICT MUNICIPALITY, HUA SAI DISTRICT, NAKHON SI THAMMARAT PROVINCE

Abstract

This thematic aim to: 1) examine the level of effectiveness in implementing the model ethical organization action plan of Ko Phet Subdistrict Municipality, Hua Sai District, Nakhon Si Thammarat Province; and 2) explore guidelines for improving the effectiveness in implementing the model ethical organization action plan of Ko Phet Subdistrict Municipality, Hua Sai District, Nakhon Si Thammarat Province. The study population consisted of 371 residents of Ko Phet Subdistrict Municipality. The research instrument was a questionnaire, and the data were analyzed using descriptive statistics, including frequency, percentage, mean, and standard deviation. Research findings indicated that: 1. The overall level of effectiveness in implementing the model ethical organization action plan of Ko Phet Subdistrict Municipality was found to be high. When examined by specific aspects, ranked from highest to lowest mean, the results indicated that the participation aspect had the highest mean, followed by the “doing good for the sake of goodness” aspect. The aspect with the lowest mean was the adherence to the principle of truth, followed by the “inner-driven” aspect and the holistic implementation aspect. 2. The guidelines for improving the effectiveness of implementing the model ethical organization action plan of Ko Phet Subdistrict Municipality include raising awareness and fostering internal change among personnel, integrating all departmental work to ensure consistency and connectivity, developing a comprehensive, up-to-date, and reliable database, and providing opportunities for residents and stakeholders to participate in the municipality’s ethical policy-making process. Regarding the development of the “doing good for the sake of goodness” aspect, the focus should be on cultivating the awareness of personnel and residents about the importance of performing good deeds without expecting any reward.

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการพัฒนาประสิทธิภาพการขับเคลื่อนแผนปฏิบัติการองค์กรคุณธรรมต้นแบบ เทศบาลตำบลเกาะเพชร อำเภอหัวไทร จังหวัดนครศรีธรรมราช และ 2) ศึกษาแนวทางการพัฒนาประสิทธิภาพการขับเคลื่อนแผนปฏิบัติการองค์กรคุณธรรมต้นแบบ เทศบาลตำบลเกาะเพชร อำเภอหัวไทร จังหวัดนครศรีธรรมราช กลุ่มตัวอย่างคือ ประชาชนในเทศบาลตำบลเกาะเพชร จำนวน 371 คน เครื่องมือที่ใช้เป็นแบบสอบถามและวิเคราะห์โดยใช้สถิติเชิงพรรณนาได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า : 1. ระดับการพัฒนาประสิทธิภาพการขับเคลื่อนแผนปฏิบัติการองค์กรคุณธรรมต้นแบบเทศบาลตำบลเกาะเพชร ภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านโดยเรียงลำดับตามค่าเฉลี่ยจากมากไปหาน้อย พบว่า ด้านการมีส่วนร่วมมีค่าเฉลี่ยอยู่ในระดับมากที่สุด รองลงมาคือ ด้านทำความดีเพื่อความดี และ ด้านที่น้อยที่สุดคือ ด้านทำตามหลักความจริงมีค่าเฉลี่ย ด้านระเบิดจากข้างใน และ ด้านทำแบบองค์รวม 2. แนวทางการพัฒนาประสิทธิภาพการขับเคลื่อนแผนปฏิบัติการองค์กรคุณธรรมต้นแบบ เทศบาลตำบลเกาะเพชร ประกอบด้วย การสร้างความตระหนักรู้และการเปลี่ยนแปลงภายในของบุคลากร การบูรณาการงานทุกฝ่ายให้สอดคล้องและเชื่อมโยงกัน การจัดทำฐานข้อมูลที่ครบถ้วน ทันสมัยและเชื่อถือได้ การเปิดโอกาสให้ประชาชนและผู้มีส่วนได้ส่วนเสียเข้ามามีส่วนร่วมในกระบวนการกำหนดนโยบายด้านคุณธรรมของเทศบาล ส่วน การพัฒนาด้านการทำความดีเพื่อความดี ควรเน้นการปลูกฝังจิตสำนึกของบุคลากรและประชาชนให้เห็นความสำคัญของการทำความดีโดยไม่หวังผลตอบแทน
