AREA GUIDELINES FOR IMPLEMENTING INTERNAL QUALITY ASSURANCE OF SCHOOL ADMINISTRATORS IN THUNG KULA THONG CONSORTIUM UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE ROI ET

Abstract

The objectives of this research were 1) to study the implementing internal educational quality assurance of school administrators. 2) to compare the opinions on implementing internal educational quality assurance of school administrators in mention, classified by position, education level, and work experience. 3) to guidelines for the implementing internal educational quality assurance of school administrators in Thung Kula Thong Consortium under the Secondary Educational Service Area Office Roi Et. The sample group 201 in number. The research instrument used was a questionnaire with content validity between 0.67 to 1.00 and reliability at 0.91. The statistical analyses employed include frequency, percentage, mean, standard deviation. The statistics used for hypothesis testing include t-test, one-way analysis of variance (ANOVA), and content analysis. The research found that: 1) The implementing internal educational quality assurance of school administrators in Thung Kula Thong Consortium under the Secondary Educational Service Area Office Roi Et overall at a highest level, ranked in order of average scores from highest to lowest as follows: the preparation of the educational management development plan of the institution; the preparation of the institution’s self-assessment report; the implementation of the institution’s educational management development plan; the internal evaluation and quality assurance of the institution; the establishment of educational standards for the institution; and the monitoring of the institution’s performance, respectively. 2) The results of comparison opinions on the implementing internal educational quality assurance of school administrators in mention, classified by education level, and work experience show that overall, no significant differences except when classified by position, it was found that the areas of the implementation of the institution’s educational management development plan and the monitoring of the institution’s performance differed significantly at the .05 level. 3) Guidelines for the implementing internal educational quality assurance of school administrators in Thung Kula Thong Consortium under the Secondary Educational Service Area Office Roi Et, are as follows: Understanding of standards should be promoted through training, manuals, and knowledge exchange among schools. Planning for educational quality development should involve the participation of teachers, students, parents, and the community. Monitoring and driving the implementation of plans should be conducted systematically, using meetings and online tracking systems. The quality assessment system should be improved by training personnel and using evaluation results to enhance teaching. The SAR (Self-Assessment Report) should cover all standards, relying on systematic data collection and the exchange of quality examples.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการดำเนินงานประกันคุณภาพการศึกษาภายในของผู้บริหารสถานศึกษา 2) เปรียบเทียบการดำเนินงานการประกันคุณภาพการศึกษาภายในของผู้บริหารสถานศึกษาจำแนกตาม ตำแหน่ง วุฒิการศึกษา และประสบการณ์การทำงาน 3) ศึกษาข้อเสนอแนะในการดำเนินงานประกันคุณภาพการศึกษาภายในของผู้บริหารสถานศึกษา สหวิทยาเขตทุ่งกุลาทอง สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาร้อยเอ็ด กลุ่มตัวอย่างได้ แก่ ผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 201 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับโดยมีค่าความเที่ยงตรงเชิงเนื้อหาอยู่ระหว่าง 0.67-1.00 และมีค่าความเชื่อมั่น เท่ากับ 0.91 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ในการทดสอบสมมติฐาน โดยใช้ค่าที และการวิเคราะห์ความแปรปรวนแบบทางเดียว ผลการวิจัยพบว่า: 1) การดำเนินงานประกันคุณภาพการศึกษาภายใน โดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านโดยเรียงจากค่าเฉลี่ยมากไปน้อย ได้แก่ ด้านการจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษา ด้านการจัดทำรายงานผลการประเมินตนเองของสถานศึกษา ด้านการดำเนินงานตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา ด้านการประเมินและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา ด้านการกำหนดมาตรฐานการศึกษาของสถานศึกษา และด้านการติดตามผลการดำเนินงานของสถานศึกษา ตามลำดับ 2) ผลการเปรียบเทียบความคิดเห็นต่อการดำเนินงานประกันคุณภาพการศึกษาภายในจำแนกตามวุฒิการศึกษาและประสบการณ์การทำงาน พบว่าไม่แตกต่างกัน ยกเว้นจำแนกตามตำแหน่ง พบว่าด้านการดำเนินงานตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา และด้านการติดตามผลการดำเนินงานของสถานศึกษาแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05 3) ข้อเสนอแนะในการดำเนินงานประกันคุณภาพสถานศึกษาภายในของผู้บริหารสถานศึกษาสหวิทยาเขตทุ่งกุลาทอง สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาร้อยเอ็ด พบว่า ควรสร้างความเข้าใจมาตรฐานผ่านการอบรม คู่มือ และการแลกเปลี่ยนเรียนรู้ระหว่างโรงเรียน ควรวางแผนพัฒนาคุณภาพการศึกษาด้วยการมีส่วนร่วมของครู นักเรียน ผู้ปกครอง และชุมชน ควรมีการติดตามและขับเคลื่อนแผนอย่างเป็นระบบ โดยใช้การประชุมและระบบติดตามออนไลน์ ควรพัฒนาระบบประเมินคุณภาพด้วยการอบรมบุคลากร และใช้ผลการประเมินปรับปรุงการสอน ควรจัดทำ SAR ครอบคลุมทุกมาตรฐาน โดยอาศัยการเก็บข้อมูลที่เป็นระบบและการแลกเปลี่ยนตัวอย่างคุณภาพ
