PUBLIC PARTICIPATION IN IMPROVING WATER SUPPLY QUALITY BASED ON THE FOUR PRINCIPLES OF IDDHIPĀDA IN BANG LAMUNG DISTRICT, CHONBURI PROVINCE

Abstract

The objectives of this research were: 1) To study the participation of the people in improving the quality of tap water based on the Four Paths of Accomplishment (Iddhipada 4) in Bang Lamung District, Chonburi Province; 2) To compare the participation in improving the quality of tap water based on the Four Paths of Accomplishment of the people in Bang Lamung District, Chonburi Province; and 3) To propose guidelines for public participation in improving the quality of tap water based on the Four Paths of Accomplishment in Bang Lamung District, Chonburi Province. This research was mixed methods research, using both quantitative research and qualitative research. The data were collected from the population consisted, with a total population of 331,177 people in Bang Lamung District, and a sample of 400 people was selected using Taro Yamane’s formula. In addition, there were 5 key informants. The research instruments were a questionnaire and an interview form. The statistics used for data analysis included frequency, percentage, mean, and standard deviation, using a statistical software program. The qualitative data were analyzed using content analysis.The results of the study found that :1.The people’s opinions on their participation in improving the quality of tap water based on the Four Paths of Accomplishment (Iddhipada 4) in Bang Lamung District, Chonburi Province, were found to be at a moderate level overall. When considering each aspect in order of average score from highest to lowest, the highest was participation in benefit sharing, followed by decision-making, monitoring and evaluation, and the lowest was operational planning.2.The results of the comparison revealed that people with different education levels, occupations, and income had significantly different opinions on participation in improving the quality of tap water based on the Four Paths of Accomplishment at the 0.05 level of significance. However, people with different genders and ages had no significant differences in their opinions on such participation.3.Recommendations regarding public participation in improving the quality of tap water based on the Four Paths of Accomplishment in Bang Lamung District, Chonburi Province, are as follows:For decision-making, the respondents recommended: 1) public forums or community hearings should be held before making decisions on water quality improvement projects to promote transparency and genuine participation; 2) information regarding project plans, budgets, and potential impacts should be clearly disclosed to the public to support informed decision-making.For operational planning, the recommendations were: 1) community representatives should be invited to participate in planning the water quality improvement projects to ensure the plans reflect local needs; 2) advance information about project plans, timelines, and potential impacts should be provided to the public.For benefit sharing, the recommendations included: 1) promoting public involvement in accessing and benefiting from water quality improvements, such as organizing awareness activities and providing knowledge about water quality and usage or offering compensations to those directly affected; 2) establishing community-supported mechanisms for water management, such as forming user groups to monitor water quality and report issues.For monitoring and evaluation, the suggestions were: 1) a joint committee including public representatives should be established to oversee and evaluate the project implementation to ensure it follows the plan and maintains transparency; 2) post-project feedback mechanisms, such as questionnaires or online comment channels, should be created to assess public satisfaction.

วิทยานิพนธ์มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี 2) เพื่อเปรียบเทียบการมีส่วนร่วมในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ของประชาชนในเขตอำเภอบางละมุง จังหวัดชลบุรี และ 3) เพื่อเสนอแนะแนวทางการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี เป็นการวิจัยแบบผสมผสานวิธี (Mixed Methods Research) คือ ใช้วิธีวิจัยเชิงปริมาณ (Quantitative Research) และการวิจัยเชิงคุณภาพ (Qualitative Research) เก็บข้อมูลจากประชาชนในเขตอำเภอบางละมุง จำนวน 331,177 คน ได้กลุ่มตัวอย่าง จำนวน 400 คน ตามสูตรของ ทาโร่ ยามาเน่ (Taro Yamane) และมีผู้ให้ข้อมูลจำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน โดยใช้โปรแกรมสำเร็จรูปทางสถิติ และการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า :1. ประชาชนมีความคิดเห็นต่อการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี โดยรวมทั้ง 4 ด้าน อยู่ในระดับปานกลางเมื่อพิจารณาในแต่ละด้านโดยเรียงค่าเฉลี่ยจากมากไปหาน้อยพบว่า ด้านที่มีค่าเฉลี่ยมากที่สุดคือ ด้านการร่วมรับผลประโยชน์ รองลงมาคือ ด้านการตัดสินใจ และด้านการติดตามประเมินผล และด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านการวางแผนปฏิบัติงาน ตามลำดับ2. ผลการเปรียบเทียบ พบว่า ประชาชนที่มีระดับการศึกษา อาชีพ และรายได้ต่างกัน มีความคิดเห็น ต่อการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรีโดยรวมแตกต่างกัน อย่างมีนัยสำคัญที่ระดับ 0.05 ส่วนประชาชนที่มีเพศ และอายุ ต่างกัน มีความคิดเห็นต่อการมีส่วนร่วมไม่แตกต่างกัน3. ข้อเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี ในแต่ละด้าน ดังนี้ด้านงานการตัดสินใจ พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ควรจัดเวทีประชาคมหรือการประชุมรับฟังความคิดเห็นจากประชาชนในพื้นที่ก่อนมีการตัดสินใจดำเนินโครงการปรับปรุงคุณภาพน้ำประปา เพื่อให้เกิดความโปร่งใสและประชาชนรู้สึกมีส่วนร่วมจริง 2) ควรเปิดเผยข้อมูลเกี่ยวกับแผนงาน งบประมาณ และผลกระทบของโครงการให้ประชาชนทราบอย่างชัดเจน เพื่อให้สามารถตัดสินใจร่วมได้อย่างมีข้อมูล ด้านการวางแผนปฏิบัติงาน พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ควรเชิญตัวแทนชุมชนเข้าร่วมในการจัดทำแผนงานโครงการปรับปรุงคุณภาพน้ำประปา เพื่อสะท้อนความต้องการที่แท้จริงของพื้นที่ 2) ควรให้ข้อมูลล่วงหน้าเกี่ยวกับแผนงาน ระยะเวลาดำเนินการ และผลกระทบที่อาจเกิดขึ้นจากโครงการแก่ประชาชน ด้านการร่วมรับผลประโยชน์ พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ส่งเสริมการมีส่วนร่วมของประชาชนในการรับรู้และใช้ประโยชน์จากการปรับปรุงคุณภาพน้ำประปา เช่น จัดกิจกรรมประชาสัมพันธ์และให้ความรู้เรื่องคุณภาพน้ำและการใช้น้ำ หรือมอบสิทธิประโยชน์แก่ผู้ได้รับผลกระทบโดยตรง 2) ควรมีมาตรการสนับสนุนชุมชนให้มีส่วนร่วมในการบริหารจัดการน้ำประปา เช่น การตั้งกลุ่มผู้ใช้น้ำร่วมตรวจสอบคุณภาพน้ำและรายงานปัญหา ด้านการติดตามประเมินผล พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการปรับปรุงคุณภาพน้ำประปาตามหลักอิทธิบาท 4 ในเขตอำเภอบางละมุง จังหวัดชลบุรี ดังนี้ 1) ควรตั้งคณะกรรมการติดตามและประเมินผลร่วมกับภาคประชาชนเพื่อให้การดำเนินโครงการเป็นไปตามแผน และเกิดความโปร่งใส 2) ควรจัดให้มีแบบสอบถามหรือช่องทางรับความคิดเห็นหลังจากโครงการแล้วเสร็จ เพื่อประเมินความพึงพอใจของประชาชน
