THE MANAGEMENT OF CHILD DEVELOPMENT CENTERS UNDER THE LOCAL ADMINISTRATIVE ORGANIZATION, PHANOM PHRAI DISTRICT, ROI ET PROVINCE

Abstract

The objectives of this research were to: 1) Study the current conditions, the desirable conditions, and the needs in managing child development centers under local administrative organizations in Phanom Phrai District, Roi Et Province 2) Compile recommendations for the management of these child development centers. The sample group consisted of 60 participants, including heads of child development centers, teachers, assistant teachers, and childcare providers. The research instrument was a 5-point rating scale questionnaire. The validity of the instrument was in the acceptable range between 0.67 – 1.00, and the overall reliability coefficient was 0.97. The data were analyzed using frequency, percentage, mean, standard deviation, and the Modified Priority Needs Index (PNI Modified). The results showed that: 1)The current condition of management of child development centers under local administrative organizations in Phanom Phrai District, Roi Et Province, was found to be at a moderate level overall. When analyzed by individual aspects, all six aspects were also at a moderate level. From highest to lowest average scores, the aspects were: Management of the child development center Participation and support from all sectors Promotion of early childhood development networks Personnel Curriculum and academic activities Buildings, facilities, environment, and safety 2) The desirable condition of management was at a high level overall. All six aspects were rated at a high level. สารนิพนธ์นี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นการบริหารจัดการศูนย์พัฒนาเด็กเล็ก 2) รวบรวมข้อเสนอแนะการบริหารจัดการศูนย์พัฒนาเด็กเล็ก กลุ่มตัวอย่างในการวิจัย คือ หัวหน้าศูนย์ ครูผู้ช่วย/ผู้ดูแลเด็ก จำนวน 60 คน เครื่องมือที่ใช้ ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีความเที่ยงตรงระหว่าง 0.67 – 1.00 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.97 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และเทคนิคการจัดลำดับความต้องการจำเป็น ผลการวิจัยพบว่า : 1. สภาพปัจจุบันการบริหารจัดการศูนย์พัฒนาเด็กเล็ก โดยรวมอยู่ในระดับปานกลาง เมื่อเรียงจากค่าเฉลี่ยมากไปหาน้อย ได้แก่ ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ด้านการ มีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย ด้านบุคลากร ด้านวิชาการและกิจกรรมตามหลักสูตร ด้านอาคาร สถานที่สิ่งแวดล้อมและความปลอดภัย สภาพที่ พึงประสงค์การบริหารจัดการศูนย์พัฒนาเด็กเล็ก โดยภาพรวมอยู่ในระดับมาก เมื่อเรียงจากค่าเฉลี่ยมากไปหาน้อย ได้แก่ ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ด้านอาคาร สถานที่สิ่งแวดล้อมและความปลอดภัย ด้านการ มีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน ด้านวิชาการและกิจกรรมตามหลักสูตร ความต้องการจำเป็นของการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ได้แก่ ด้านอาคาร สถานที่สิ่งแวดล้อมและ ความปลอดภัยและ ด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย รองลงมาคือ ด้านบุคลากร ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็กด้านวิชาการและกิจกรรมตามหลักสูตร และดัชนีความต้องการจำเป็นลำดับสุดท้าย คือด้านการมีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน 2. ข้อเสนอแนะในการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ควรวางแผนและประเมินผลอย่างเป็นระบบ ส่งเสริมความร่วมมือทุกฝ่าย พัฒนาบุคลากรและสิ่งแวดล้อมให้เหมาะสม สนับสนุนการเรียนรู้ผ่านการเล่น และสร้างเครือข่ายเพื่อยกระดับคุณภาพการศึกษาปฐมวัยอย่างยั่งยืน
