SAFETY MANAGEMENT BASED ON THE SEVEN PRINCIPLES OF SAPPURISA DHAMMA IN PATTAYA CITY, CHONBURI PROVINCE

Abstract

The thesis has the following objectives: 1. To study the Safety Management Based on the Seven Principles of Sappurisa Dhamma in Pattaya City, Chonburi Province. 2. To compare opinions on Safety Management Based on the Seven Principles of Sappurisa Dhamma in Pattaya City, Chonburi Province. 3. To suggest guidelines for Safety Management Based on the Seven Principles of Sappurisa Dhamma in Pattaya City, Chonburi Province. It is mixed methods research between quantitative research by distributing questionnaires and qualitative research. by interviewing key informants in this research. The population included residents and tourists in Pattaya City, Chonburi Province, totaling 4,410 people. (From statistics on reports of unrest and insecurity from November 2024 - March 2025) The researcher used the population sampling method to find the sample size. Therefore, he used the Simple Random Sampling method. He used Taro Yamane's formula to calculate the sample size. The sample size was 367 people. The instrument used for data collection was a questionnaire. The researcher distributed the questionnaires to the sample group and analyzed and processed the data using a ready-made computer program. To calculate the statistical values to answer the research objectives and hypotheses completely according to the steps of data analysis and there were 5 data providers. The research instruments were interview forms, statistics used for data analysis included frequency, percentage, mean, standard deviation using ready-made statistical software, and content analysis. The research results found that1. People have opinions on safety management based on the seven principles of Sappurisa Dhamma in Pattaya City, Chonburi Province, at the highest level in all aspects. In order of average values from highest to lowest, it was found that the aspect with the highest average value is: The traffic facilitation work was followed by the work supporting Pattaya City's missions that were requested and the work maintaining peace and order in Pattaya City. The work with the lowest average value was the work preventing crime and disasters, respectively.2. The results of the comparison found that the opinions of people with different ages, occupations, and incomes on safety management based on the seven principles of Sappurisa Dhamma in Pattaya City, Chonburi Province, were significantly different overall at the 0.05 level. People with different genders and education levels had no different opinions on safety management based on the seven principles of Sappurisa Dhamma in Pattaya City, Chonburi Province.3. Suggestions regarding Safety Management Based on the Seven Principles of Sappurisa Dhamma in Pattaya City, Chonburi Province, in all 4 areas are as follows:1) In terms of maintaining peace and order in Pattaya City, it was found that the sample group of respondents made the following suggestions: 1) Officials are the ones who provide both safety and confidence to the public. Therefore, there should be a number of officials to facilitate the public and tourists, as well as provide advice to everyone. 2) Officers must act as a role model for the public, such as not drinking alcohol or being intoxicated in front of the public, and using polite and respectful language while talking.2) In terms of crime and disaster prevention, it was found that the sample group of respondents made the following suggestions: 1) Officials must be attentive and perform their duties to fully prevent both drugs and crimes for the safety of the lives and property of citizens and tourists possible. 2) Officers must regularly patrol isolated areas and abandoned buildings. 3) In terms of traffic facilitation work, it was found that the sample group of respondents made the following suggestions: 1) More officers should be added to facilitate problem areas to provide more convenience and speed. 2) Officers must perform their duties with equality and equality and must use polite manners. 4) In terms of the work supporting Pattaya City's missions that were requested, it was found that the sample group of respondents made the following suggestions: 1) During major international events, more staff should be added to facilitate the public and tourists. 2) There should be fewer shops so that there will be more space for the public and tourists. 3) Speaking must be cheerful and polite.

วิทยานิพนธ์มีวัตถุประสงค์ดังนี้ 1. เพื่อศึกษาการจัดการด้านความปลอดภัยตามหลัก สัปปุริสธรรม 7 ของเมืองพัทยา จังหวัดชลบุรี 2. เพื่อเปรียบเทียบความคิดเห็นเรื่องการจัดการด้านความปลอดภัยตามหลักสัปปุริสธรรม 7 ของเมืองพัทยา จังหวัดชลบุรี 3. เพื่อเสนอแนะแนวทางการจัดการด้านความปลอดภัยตามหลักสัปปุริสธรรม 7 ของเมืองพัทยา จังหวัดชลบุรี เป็นการวิจัยเชิงผสม (Mixed Methods Research) ระหว่างการวิจัยเชิงปริมาณ (Quantitative Research) โดยการแจกแบบสอบถาม และการวิจัยเชิงคุณภาพ (Qualitative Research) โดยการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ในการวิจัยครั้งนี้ ประชากร ได้แก่ ประชาชนในพื้นที่ และนักท่องเที่ยวในเมืองพัทยา จังหวัดชลบุรี จำนวน4,410 คน (จากสถิติในการแจ้งเหตุด้านความไม่สงบ และความไม่ปลอดภัย ตั้งแต่เดือนพฤศจิกายน พ.ศ.2567 - มีนาคม พ.ศ.2568) การสุ่มตัวอย่างผู้วิจัยนำจำนวนประชากร มาหาขนาดตัวอย่างจึงใช้วิธีการสุ่มตัวอย่างอย่างง่าย (Simple Random Sampling) โดยใช้สูตรการคำนวณหาขนาดกลุ่มตัวอย่างของทาโร่ยามาเน่ (Taro Yamane) ได้ขนาดกลุ่มตัวอย่าง จำนวน 367 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ผู้วิจัยได้แจกแบบสอบถามให้กับกลุ่มตัวอย่าง และนำผลการตอบแบบสอบถามมาดำเนินการวิเคราะห์ และประมวลผลข้อมูลด้วยคอมพิวเตอร์โปรแกรมสำเร็จรูป เพื่อคำนวณหาค่าสถิติสำหรับตอบวัตถุประสงค์และสมมุติฐานการวิจัยให้ครบถ้วน ตามลำดับขั้นตอนของการวิเคราะห์ข้อมูล และมีผู้ให้ข้อมูลจำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน โดยใช้โปรแกรมสำเร็จรูปทางสถิติ และการวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า :1. ประชาชน มีความคิดเห็นต่อการจัดการด้านความปลอดภัยตามหลักสัปปุริสธรรม 7 เมืองพัทยา จังหวัดชลบุรี โดยรวมอยู่ในระดับมากที่สุดทุกด้าน โดยเรียงค่าเฉลี่ยจากมากไปหาน้อยพบว่า ด้านที่มีค่าเฉลี่ยมากที่สุด คือ ด้านงานอำนวยความสะดวกด้านการจราจร รองลงมาคือ ด้านงานสนับสนุนภารกิจของเมืองพัทยาที่ได้รับการร้องขอ และด้านงานรักษาความสงบเรียบร้อยของเมืองพัทยา และด้านที่มีค่าเฉลี่ยน้อยที่สุด คือ ด้านงานป้องกันเหตุอาชญากรรมและภัยพิบัติ ตามลำดับ2. ผลการเปรียบเทียบ พบว่า ความคิดเห็นของประชาชนที่มีอายุ อาชีพ และรายได้ที่แตกต่างกัน มีความคิดเห็นต่อการจัดการด้านความปลอดภัยตามหลักสัปปุริสธรรม 7 เมืองพัทยา จังหวัดชลบุรี โดยรวมแตกต่างกัน อย่างมีนัยสำคัญที่ระดับ 0.05 ส่วนประชาชนที่เพศ และระดับการศึกษา มีความคิดเห็นต่อการจัดการด้านความปลอดภัยตามหลัก สัปปุริสธรรม 7 เมืองพัทยา จังหวัดชลบุรี ไม่แตกต่างกัน3. ข้อเสนอแนะเกี่ยวกับการจัดการด้านความปลอดภัยตามหลักสัปปุริสธรรม 7 เมืองพัทยา จังหวัดชลบุรีทั้ง 4 ด้าน ดังนี้ คือ 1) ด้านงานรักษาความสงบเรียบร้อยของเมืองพัทยา พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามได้เสนอแนะดังนี้ 1) เจ้าหน้าที่เป็นผู้ให้ทั้งความปลอดภัย และความมั่นใจแก่ประชาชน จึงควรมีจำนวนเจ้าหน้าที่มาอำนวยความสะดวกให้ประชาชนและนักท่องเที่ยว พร้อมทั้งให้คำแนะนำต่าง ๆให้ทั่วถึง 2) เจ้าหน้าที่ต้องประพฤติเป็นแบบอย่างแก่ประชาชน เช่น ไม่ควรดื่มสุราหรือของมึนเมาให้ประชาชนเห็น, ใช้วาจาสุภาพเรียบร้อยขณะที่พูดคุยกัน2) ด้านงานป้องกันเหตุอาชญากรรม และภัยพิบัติ พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามได้เสนอแนะดังนี้ 1) เจ้าหน้าที่ต้องใส่ใจ และทำหน้าที่ในการป้องกันทั้งยาเสพติด และการเกิดอาชญากรรม เพื่อความปลอดภัยในชีวิตและทรัพย์สิน ของประชาชนและนักท่องเที่ยวอย่างเต็มที่ 2) เจ้าหน้าที่ต้องคอยออกตรวจตราในที่เปลี่ยวและตึกร้าง ให้สม่ำเสมอ3) ด้านงานอำนวยความสะดวกด้านการจราจร พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามได้เสนอแนะ ดังนี้ 1) ควรเพิ่มเจ้าหน้าที่ไปอำนวยความสะดวกในพื้นที่ที่มีปัญหา เพื่อให้ได้รับความสะดวก รวดเร็วมากขึ้น 2) เจ้าหน้าที่จะต้องปฏิบัติหน้าที่ด้วยเสมอภาค เท่าเทียมกัน และต้องใช้กิริยาท่าทางที่สุภาพ4) ด้านงานสนับสนุนภารกิจของเมืองพัทยาที่ได้รับการร้องขอ พบว่า กลุ่มตัวอย่างผู้ตอบแบบสอบถามได้เสนอแนะ ดังนี้ 1) ช่วงมีงานใหญ่ระดับนานาชาติควรเพิ่มเจ้าหน้าที่ให้มากขึ้น เพื่ออำนวยสะดวกให้ประชาชนและนักท่องเที่ยว 2) ควรจัดให้มีร้านค้าให้น้อยลง เพราะจะได้เพิ่มพื้นที่ให้ประชาชนและนักท่องเที่ยวให้มากขึ้น 3) การพูดจาต้องยิ้มแย้มแจ่มใส และสุภาพเรียบร้อย
