POLITICAL BEHAVIOR OF NON-COMMISSIONED OFFICERS IN SRI SONGRAK CAMP, 28TH ARMY REGION

Abstract

This thematic paper aimed to: (1) examine the level of political behavior in democracy among non-commissioned officers (NCOs) at the 28th Military Circle, Loei Province; (2) compare the political behavior in democracy of these NCOs; and (3) explore approaches for developing their political behavior. The research employed a quantitative methodology, collecting data through questionnaires from the entire population of 126 respondents. The study focused on four dimensions: political expression, political information seeking, electoral participation, and political communication.The findings revealed that the overall political behavior of NCOs was at a high level (Mean = 3.87). When considering each dimension, the mean scores in descending order were: political information seeking (Mean = 3.99), electoral participation (Mean = 3.97), political communication (Mean = 3.97), political participation (Mean = 3.92), and political expression (Mean = 3.89). These results indicated that NCOs remain aware of their rights and civic duties, even under the constraints of military organizational culture.The developmental recommendations comprised four aspects: (1) cultivating constructive political expression, (2) promoting access to comprehensive and reliable political information to prevent misinformation, (3) encouraging consistent recognition of the importance of electoral participation, and (4) developing political communication skills, both direct and indirect, to foster a positive political culture within the military.This study proposed the “Democratic Soldier Model (DSM)”, which reflects the pathway to developing political behavior among NCOs. The model emphasizes the balance between the dual roles of being both a “professional soldier” and a “democratic citizen.

สารนิพนธ์นี้ มีวัตถุประสงค์เพื่อศึกษา 1) ศึกษาระดับพฤติกรรมทางการเมืองในระบอบประชาธิปไตย ของนายทหารชั้นประทวน มณฑลทหารบกที่ 28 จังหวัดเลย 2) เพื่อเปรียบเทียบพฤติกรรมทางการเมืองในระบอบประชาธิปไตยของนายทหารขั้นประทวน มณฑลทหารบกที่ 28 จังหวัดเลย และ 3) เพื่อศึกษาแนวทางในการพัฒนาพฤติกรรมทางการเมืองของนายทหารชั้นประทวน มณฑลทหารบกที่ 28 จังหวัดเลย การวิจัยใช้ระเบียบวิธีเชิงปริมาณ เก็บข้อมูลด้วยแบบสอบถามจากประชากรทั้งหมดจำนวน 126 คน ครอบคลุม 4 มิติ ได้แก่ การแสดงความคิดเห็น การติดตามข่าวสาร การไปใช้สิทธิเลือกตั้งและการสื่อสารทางการเมืองผลการวิจัยพบว่า นายทหารชั้นประทวนมีพฤติกรรมทางการเมืองในระบอบประชาธิปไตยโดยรวมอยู่ในระดับมาก (ค่าเฉลี่ย = 3.87) เมื่อพิจารณารายด้านพบว่า มีค่าเฉลี่ยเรียงลำดับจากมากไปน้อย ได้แก่ การติดตามข่าวสารทางการเมือง (ค่าเฉลี่ย = 3.99) การไปใช้สิทธิเลือกตั้ง (ค่าเฉลี่ย = 3.97) การสื่อสารทางการเมือง (ค่าเฉลี่ย = 3.97) การมีส่วนร่วมทางการเมือง (ค่าเฉลี่ย = 3.92) และการแสดงความคิดเห็นทางการเมือง (ค่าเฉลี่ย = 3.89) แสดงให้เห็นว่านายทหารชั้นประทวนยังคงตระหนักถึงสิทธิและหน้าที่พลเมือง แม้จะอยู่ภายใต้ข้อจำกัดของวัฒนธรรมองค์กรทหาร ข้อเสนอแนะเชิงพัฒนาประกอบด้วย 4 ด้าน ได้แก่ 1) การกล่อมเกลาพฤติกรรมการแสดงความคิดเห็นทางการเมืองให้มีลักษณะเชิงสร้างสรรค์ 2) การส่งเสริมการติดตามข่าวสารที่รอบด้านและเชื่อถือได้ เพื่อป้องกันการถูกชักจูงจากข้อมูลบิดเบือน 3) การรณรงค์ให้เห็นความสำคัญของการใช้สิทธิเลือกตั้งอย่างต่อเนื่อง และ 4) การพัฒนาทักษะการสื่อสารทางการเมืองทั้งทางตรงและทางอ้อม เพื่อสร้างวัฒนธรรมการเมืองเชิงบวกภายในกองทัพ งานวิจัยได้เสนอ “โมเดลทหารประชาธิปไตย (Democratic Soldier Model: DSM)” สะท้อนเส้นทางการพัฒนาพฤติกรรมทางการเมืองของนายทหารชั้นประทวน ที่สามารถรักษาสมดุลของบทบาท “ทหารอาชีพ” กับ “พลเมืองประชาธิปไตย” ได้อย่างเหมาะสม
