TECHNOLOGICAL LEADERSHIP OF SCHOOL ADMINISTRATORS UNDER LOEI PRIMARY EDUCATION SERVICE AREA OFFICE 2

Abstract

The purposes of this research are 1) to study the level of technological leadership of school administrators under Loei Primary Educational Service Area Office 2 2) to compare the levels of technological leadership of school administrators under Loei Primary Educational Service Area Office 2 Categorized by gender, Level of education, Work experience and Size of the educational institution and to study guidelines for development of technological leadership of school administrators under Loei Primary Educational Service Area Office 2. The sample groups were school administrator and teachers under Loei Primary Educational Service Area Office 2, 6 districts , 295 people. The sample size was determined from table of Krejcie and Morgan. Stratified random sampling was by position and size of the educational institution. The employed research instrument was divided into 2 type, Type 1 research instruments consisted of five Likert scale questionnaires. Divided into 2 part, Part 1 Survey on the Status of Respondents part 2 is a questionnaire about the state of technological leadership of school administrators. And type 2 is a semi-structured interview about the guidelines for the development of technological leadership of school administrators in five areas are: The use of technology in management, the ethical aspect of using technology, The technology vision, to promote the use of technology in teaching and learning management and promoting the use of technology in measurement and evaluation. The index of conformance is between 0.80 - 1.00 and the statistics used for data analysis comprise the frequency, percentage, arithmetic mean, standard deviation, the t-test, the F-test, the one-way analysis of variance (One-Way ANOVA), and the Scheffé’s procedure for paired comparisons. The research findings were as follows: 1. The technological leadership of school administrators under Loei primary education service area office 2 was found to be totally at a highest level. In descending order, they are: The ethical aspect of using technology, The promoting the use of technology in measurement and evaluation, The promote the use of technology in teaching and learning management, The technology vision and The use of technology in management.2. The comparison results of respondents' opinions the technological leadership of school administrators under Loei Primary Educational Service Area Office 2 Categorized by gender, Level of education, was totally and separately found not to be different; But the work experience and size of the educational institution totally and separately revealed statistically significant difference at .05.3. Technology leadership development guidelines of school administrators under Loei Primary Educational Service Area Office 2 findings were as follows:1) The use of technology in management. There are 6 guidelines.2) The ethical aspect of using technology. There are 6 guidelines.3) The technology vision. There are 4 guidelines.4) To promote the use of technology in teaching and learning management. There are 4 guidelines.5) To promoting the use of technology in measurement and evaluation. There are 5 guidelines.

การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับภาวะผู้นำเชิงเทคโนโลยีของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 2) เปรียบเทียบภาวะผู้นำเชิงเทคโนโลยีของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 จำแนกตามเพศ ระดับการศึกษา ประสบการณ์ในการทำงาน และขนาดของสถานศึกษา และศึกษาแนวทางในการพัฒนาภาวะผู้นำเชิงเทคโนโลยียองผู้บริหารสถานศึกษาสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลยเขต 2 จำนวน 6 อำเภอ จำนวน 295 คน กำหนดขนาดกลุ่มตัวอย่าง โดยใช้ตารางสำเร็จรูปเครจซี่และมอร์แกน นำมาสุ่มแบบแบ่งชั้นภูมิตามตำแหน่งหน้าที่ และขนาดของสถานศึกษา เครื่องมือแบ่งออกเป็น 2 ชนิด ชนิดที่ 1 เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ โดยแบ่งออกเป็น 2 ตอน ตอนที่ 1 แบบสอบถามสถานภาพของผู้ตอบแบบสอบถาม ตอนที่ 2 เป็นแบบสอบถามความคิดเห็นเกี่ยวกับภาวะผู้นำเชิงเทคโนโลยีของผู้บริหารสถานศึกษา และชนิดที่ 2 เป็นแบบสัมภาษณ์แบบกึ่งโครงสร้างเกี่ยวกับแนวทางการพัฒนาภาวะผู้นำเชิงเทคโนโลยีของผู้บริหารสถานศึกษาทั้ง 5 ด้าน คือ ด้านการใช้เทคโนโลยีในการบริหารงาน ด้านจริยธรรมในการใช้เทคโนโลยี ด้านวิสัยทัศน์ทางเทคโนโลยี ด้านการส่งเสริมการใช้เทคโนโลยีในการจัดเรียนการสอน และด้านการส่งเสริมการใช้เทคโนโลยีในการวัดผลและประเมินผล มีค่าดัชนีความสอดคล้องอยู่ระหว่าง 0.80 - 1.00 ค่าสถิติที่ใช้ในการวิเคราะห์ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าที (t-test) ค่าเอฟ (F-test) การวิเคราะห์ความแปรปรวนทางเดียว (One-Way ANOVA) และตรวจสอบความแตกต่างรายคู่โดยวิธีตรวจสอบความแตกต่างของเชฟเฟ่ (Scheffe's) ผลการวิจัย พบว่า 1. ระดับภาวะผู้นำเชิงเทคโนโลยีของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 โดยรวมอยู่ในระดับมากที่สุด เรียงลำดับจากมากไปน้อยได้แก่ ด้านจริยธรรมในการใช้เทคโนโลยี ด้านการส่งเสริมการใช้เทคโนโลยีในการวัดผลและประเมินผล ด้านการส่งเสริมการใช้เทคโนโลยีในการจัดเรียนการสอน ด้านวิสัยทัศน์ทางเทคโนโลยี และด้านการใช้เทคโนโลยีในการบริหารงาน2. ผลการเปรียบเทียบความคิดเห็นของผู้ตอบแบบสอบถามภาวะผู้นำเชิงเทคโนโลยีของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 จำแนกตามเพศ, ระดับการศึกษา, โดยรวมและรายด้านไม่แตกต่างกัน แต่จำแนกตามประสบการณ์การในการทำงาน และขนาดของสถานศึกษา โดยรวมและรายด้านแตกต่างอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.053. แนวทางในการพัฒนาภาวะผู้นำเชิงเทคโนโลยีของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเลย เขต 2 พบว่า 1) ด้านการใช้เทคโนโลยีในการบริหารงาน จำนวน 6 แนวทาง 2) ด้านจริยธรรมในการใช้เทคโนโลยี จำนวน 6 แนวทาง 3) ด้านวิสัยทัศน์ทางเทคโนโลยี จำนวน 4 แนวทาง 4) ด้านการส่งเสริมการใช้เทคโนโลยีในการจัดเรียนการสอน จำนวน 4 แนวทาง 5) ด้านการส่งเสริมการใช้เทคโนโลยีในการวัดผลและประเมินผล จำนวน 5 แนวทาง
